- The purpose of this amendment/modification to the Sources Sought/Synopsis dated 10-Apr-07, is to provide Government responses to Contractor's questions. Please review the following responses: RFP W 91WAW-07-R-0045 BASIC ALLOWANCE HOUSING (BAH) PROGRAM CONTRACTORS QUESTIONS AND GOVERNMENTS ANSWERS 1. Contractors Question: Regarding s. using the 10 years of historical BAH data must have the ability, resources, and infrastructure to provide within 2 business days detailed analysis and review of all data and/or rate changes for all of MHAs. The histo rical data is proprietary and not owned by DOD. Is the historical data commonly available for purchase? Governments Answer: No, it is not available for purchase. 2. Contractors Question: What entity is the supplier? Governments Answer: Current incumbent owns the data. 3. Contractors Question: Regarding: t. Have the ability, resources and infrastructure to have multiple major projects ongoing at any one time. All projects in this contract have short deadlines. Is there a specific definition of major as used in this solicitation? Governments Answer: Yes, examples are found in the synopsis in paragraphs b., c., and q. 4. Contractors Question: Regarding Contractor shall complete 10 site visits each year with DOD and must prepare all presentation materials, site-specific examples, and historic data. Prior to site visits, the contractor must map all data points used or collected during any of the previous ten-year data collection efforts. By map does the government mean geocode and display through some software program the physical location with pricing characteristics visually identifiable? Governments Answer: Yes - 'map' means mapping the physical location using MapPoint for each property used in the previous year's data collection that was used to set the current years BAH rate. 5. Contractors Question: Is there an incumbent contractor providing this service currently? Governments Answer: Yes. 6. Contractors Question: Is the Government open to evaluating the historical processes described in the solicitation in order to increase the quality of the program and reduce the cost? Governments Answer: While the Government is concerned about cost, the quality of the program must not be negatively impacted. 7. Contractors Question: Regarding A Firm-Fixed Price Indefinite Delivery, Indefinite Quantity contract is anticipated. Is the Government indicating an interest in an IDIQ Contract with FFP tasks being submitted under it? Governments Answer: Yes. 8. Contractors Question: Is there an incumbent for this contract currently or is this a new requirement? Governments Answer: Yes, there is an incumbent currently performing.
