Description
***This solicitation shall be restricted to U.S. firms only in accordance with 41 U.S.C. ?421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms or U.S. firms in a joint-venture w ith a U.S. firm.*** This solicitation is for a Firm Fixed Price (FFP) Contract for the construction of two aircraft Hangars, hazardous Material storage buildings, hangar annex buildings, a dining facility, a utility building, a boom treatment station, Part washing and storage facilities, a laboratory and workshop building, as well as site development to include roads, parking, taxiways, and landscaping at Nevatim AFB, Israel. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms onl y. If a single offeror does not have in-house design and construction capabilities, U.S.-only joint ventures will be acceptable. This procurement is subject to the additional requirements of FMS and the Foreign Acquisition regulations set out in FAR part 25 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR a nd items specifically approved by the Contracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk or excepted material and Israeli design certification services, must represent U.S. content. Performance Period: 425 Calendar days Estimated Cost Range of Project is between $10,000,000 and $25,000,000. The US Army Corps of Engineers, Germany will be the procuring office.
