Description
The U.S. Army Corps of Engineers, New Orleans District (MVN) intends to issue an Indefinite Delivery Indefinite Quantity Contract against solicitation W912P8-07-T-0104 for preparation and operations of pumps. The work to be performed under this cont ract consists of providing knowledgeable and qualified personnel to advise and assist Government personnel in the testing, preparation, operation, diagnosis, and repair of the pumping stations at the ends of the London Avenue Canal, Orleans Avenue Canal, a nd 17th Street Canal, all located in New Orleans, Orleans Parish, Louisiana. The contractor shall provide one on-site technician at each pumping station as directed by the Contracting Officer. These services are anticipated beginning approximately four d ays before landfall of a storm that threatens the New Orleans metropolitan area, and continuing throughout the storm event, including any necessary time following the storm event to drain floodwaters. Contractor personnel can expect to be on-site at least four hours and up to sixteen hours a day as a storm approaches depending on the level of effort required to test and prepare the pumps, 24 hours a day during a storm, and up to sixteen hours a day following a storm until released. The contractor will pro vide supervision for all contractor personnel and establish work assignments. The procurement is set aside for 100% small business concerns utilizing NAICS code 561210, standard size of $32.5M. The IDIQ contract will be awarded to the responsible firm whose proposal conforms to the solicitation and is determined the Best Value to the Government. Proposal will be evaluated against the contractors 1) technical capability, 2) past performance, a nd 3) price. The solicitation will be available by electronic media only. There will be no copies of this solicitation issued. Amendments will be posted on the Federal Business Opportunities website for downloading. This will be the only method of distribution; ther efore, it is the offeror(s) responsibility to check the website periodically for any amendments to this solicitation. Offeror(s) must be successfully registered in the Contractors Central Registration (CCR) database, http://www.ccr.gov, in order to parti cipate in this procurement. The solicitation issue date is on or about 19 April 2007. The closing date for receipt of proposals is 4 May 2007, 11:00 a.m. CST.
