Description
This sources-sought synopsis is issued in anticipation of a potential future procurement action. The USACE, Philadelphia District, is conducting market survey research to determine the availability of potential sources to provide a newly constructed , inland river crane barge to be operated by the USACE, Little Rock District. The principal dimensions for the barge are 260-feet long, 84-feet wide, and 12-feet deep. The estimated lightship weight of the vessel is 1400 long tons. The barge will be used as a floating platform for a pedestal mounted crane which will be provided and installed by the Government at a later date. The vessel will not be self-propelled. The vessel shall be of all-welded steel construction, and shall be designed, built, and classed to American Bureau of Shipping rules for Steel Vessels on Rivers and Intracoastal Waterways. The vessel will include the following systems/features: (a) electr ical power plant, (b) electrical distributions systems (AC/DC), (c) integral fuel oil tank and system, (d) integral ballast tanks and system, (e) potable water tank and system, (f) grey/black water systems, USCG Type II MSD, (g) HVAC, (h) deck machinery, ( i) spuds, spudwells and hoisting arrangement. It is anticipated that the period of performance for construction will commence in the spring of 2008 with delivery of the vessel to Little Rock, AR approximately 24 months thereafter. Prospective firms are encouraged to submit a capability summary that does not exceed two (2) pages in length describing their firm's recent relevant business experience and ability to construct a vessel of these dimensions in the timeframe noted herein. Re sponses should include: (a) The name and address of the contractor and where the vessel would be built; (b) point of contact including name, title, phone, and email addresses; (c) production availability of the firm for the timeframe stated, (d) whether th e business is currently classified as a large, small, small disadvantaged, 8(a) and/or woman owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. Note: a firm is classified as under NAICS code 336611-Ship building and repairing, if it has 1000, or less, employees. Where to submit: Email responses or inquiries should be sent to Mr. Steven J.
