- Solicitation N00244-07-R-0061 is issued as a total set-aside for small businesses; all responsible small businesses may submit a proposal. The applicable NAICS code is 541614. The small business size standard is $6,500,000. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 15 and 12.6, as supplemented with additional information included in this notice. Professional services are required for development and implementation of an approach and information framework needed to incorporate Unique Identification (UID) technology and its component data elements into Navy business processes while minimizing any changes, if any, to existing Legacy Automated Information Systems. The required UID-enabled Global Warehouse Processing System (GWPS) will take advantage of and require integration with an existing, successful warehouse management system in production under NAVSEA Warfare System Center Carderock, Philade lphia Detachment, which are located in three geographical areas (Philadelphia, PA, Norfolk, VA and San Diego, CA). Developments will be performance based and focused on creating repeatable, reusable processes and tools to be used by all applicable FISC responsible supply functions. The formal RFP is attached. This will be a time and materials (T&M) contract with an approximate period of performance of fourteen (14) months after award of contract. Proposals, including pricing, must be received no later than 10:00 AM Pacific time, April 30, 2007. Potential offerors must monitor this web site for potential changes to the combined synopsis/solicitation and the statement of work. Amendments to the combined synopsis/solicitation will be posted to this web site. Lack of registration in the Central Contractor Registration (CCR) database will make an offeror ineligible for award.
