- The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Inner Mongolia Center for Endemic Disease Control and Research, 41 Jian Kang St., Huhhot, China 010020 to investigate the health effects of arsenic exposure via drinking water. Several factors justify the request for processing without full and open competition. First, The arsenicism endemic sites in Inner Mongolia are inaccessible to foreigners. The proposed contractor which falls under the Department of Public Health, China is the only institute which has been authorized by the Chinese Government to have access to all the endemic sites in the region. Also the performance of this contract requires the established relationship with health officials and hospital in the study sites in Ba Men. In addition the investigators can speak and write fluent Chinese which is essential in performing the proposed work during sample collection on site. The circumstance permitting "Other than Full and Open Competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance for the service contract is expected to be Thirty-Six(36) months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities, qualifications, and how they would be used to perform the proposed requirement in writing within 10 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation is available. Submit any responses to the U.S. Environmental Protection Agency, Attn: James E.
