Description
GSA has a requirement for Environmental Advisory Services as part of ongoing project tasks from a variety of locations within its 08 Region. To fulfill this requirement, GSA intends to negotiate on a sole-source basis with Pacific Western Technologies, Inc., in accordance with FAR 6.302-1 and the statutory authority provided under 41 USC 253 (c) (1), which is being incorporated in this acquisition effort due to: 1) Only one responsible/capable provider has been identified 2) Services are deemed to be available only from the original source (Follow-up Contract) 3) Substantial duplication of cost to the government is not expected to be recovered through competition 4) Unacceptable delays in fulfilling the requirements will be expected if contracted to a less experienced contractor Only the current source can meet the needs of the project and provide the assistance needed to management the clean-up efforts without the government incurring in delays or a break in services and the associated costs of training a new contractor. Thus, sole source procedures and under contracting by negotiation (FAR Part 15) will be used for this procurement effort. Consequently, this notice of intent is not a request for competitive proposals. However, all information received within the fifteen days (15) after date of publication of this synopsis will be considered by the Government to determine if competitive opportunities exist. Interested persons may identify their interest and capability to respond to the requirement or submit information. A determination by the Government not to consider any submitted proposal based upon responses to this notice is solely within the discretion of the Government. However, the information received could be considered for the purpose of determining whether to conduct a competitive procurement in the future which can be beneficial to the government.
