- NASA/KSC is hereby soliciting information about potential sources to provide railroad support services and to maintain all of the Government-owned track (approx. 45 miles) and related physical plant and right-of-way located on the Kennedy Space Center, FL and Cape Canaveral Air Force Station, FL (CCAFS). The contractor shall provide management, personnel, tools, equipment and materials (other than those provided by the Government) required to maintain the railway trackage, switches, grade crossings, signal systems, bridge track and attached walkways, and right-of-way in accordance with the requirements set forth by the Government. Specific tasks include: inspect, remove, replace, unload, repair, install or reinstall rails, ties, ballast/rock, switches, control and signal equipment (electrical and mechanical), and associated items or materials necessary to maintain and repair the system to the Maintenance Standards as defined in the Handbook of Railroad Track Standards (TM 5-628/AFR 91-44) or in the Unified Facilities criteria (UFC 4-860-03) whichever standard is most current. This includes vegetation control. This process could be dangerous as approximately half of the traffic is hazardous materials, such as rocket propellant. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of two pages or less indicating the ability to perform all aspects of the effort described herein. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. Submit any questions to emily.m.unbehaun@nasa.gov no later than 4/26/07. Answers will be posted as an ammendment to this synopsis. Oral inquiries will not be accepted. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Emily M. Unbehaun no later than 05/03/07.
