Description
NASA/KSC has a requirement for replacing obsolete and acquiring 2 oscilloscopes. The following salient characteristics are provided with a brand name for comparison: 1. SideHand series battery-powered test platform. Dewetron p/n: DA-123 or equivalent. Qty: 2. Any proposed "equivalent" must accept up to four Dewetron DAQ and PAD series modules directly, without the need for additional adapters or interface electronics. Must acquire physical measurement data (i.e., electrical signals) from various sources and video at the same time, and maintain synchronization of the video and electrical data. Must display electrical and video signals from multiple sources, in a user configurable display, simultaneously and synchronously, and record the data to disk continuously and in real-time. Must have a disk capacity of 100GB for software and storage. Must gave a camera with up to 240 frames per second (fps) at 320x240 pixel (px) resolution for continuous acquisition of video to disk. Must be also software selectable to 72 fps at 640x480 px resolution. Camera must accept standard video lenses, and have automatic white balance, gain, and shutter speed control. Camera must use the iLink interface which is built directly into the instrument. Camera must be 100% controlled by and powered by the instrument in a completely integrated fashion. The internal A/D board must be 100% compatible with LabView. The instrument with all input modules and interfaces must be a single integrated instrument, which is highly portable to carry by any individual and must include a shoulder bag with a pouch for the camera and accessories. The system must run from AC, DC, or internal batteries. When running from batteries, it should be possible to run for at least 2 hours continuously without being connected to a power source. The system must recharge its batteries when plugged in. It must be possible to "hot swap" the batteries during operation from them, without interrupting the operation of the instrument. Must be able to provide a single battery charger so batteries can be charged off-line, then hot-swapped into the instrument. Must provide copy of the operator's manual and Service/Calibration manual/procedure and should have at least a 1 year warranty on parts and labor. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334220/ 750 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: FAR 52.219-6, 52.222-3, 52.222-21, 52.222-26, 52.225-1, and 52.232-33. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
