- Request For Information for Organization Relocation Project Planning and Management Services This is a Request for Information announcement (RFI) as part of a market survey with the purpose of seeking written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. No reimbursement will be made by the government for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted and there is no bid package or solicitation. In order to protect the procurement integrity of any potential future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. All data received in response to this RFI, marked or designated as corporate or proprietary information, will be fully protected from release outside the Government. This RFI is not a commitment by the Agency to issue any subsequent solicitation or make any contract award. 1. The Director's Office (DIRO) of the Defense Advanced Research Projects Agency (DARPA or the Agency) is seeking information to identify qualified sources with the necessary expertise, responsibility and accountability for an organizational relocation anticipated to occur in approximately the year 2010 within the Northern Virginia area. These sources must be able to develop and implement an Organization Relocation Management Plan (the "Plan"). The tentative relocation would involve the move of approximately 1,000 individuals and associated equipment, assets and materials into a design to build facility of approximately 300,000 useable square feet. The Agency seeks proven relocation methodologies and risk mitigation strategies at both the strategic and operational levels to deliver transition efficiencies, resulting in significant cost and time savings. The Plan must identify specific tasks within the total project scope including, but not limited to; 1) assisting in the planning, procurement and management of associated vendors; 2) planning and controlling the actual move of the organization; and 3) maintaining critical business operations during the process. More specific aspects of the Plan must be developed but, for informational purposes, notional tasks are provided as follows: A. Plan Development - Phase I, to include, among other activities: i. Development and documentation of the overall Plan, including identification of key milestones and time phasing of each element of the Plan; ii. Identification of personnel needed and areas of responsibility to efficiently accomplish the relocation. Such personnel might include a relocation coordinator, move coordinator, space planner, CAD operator, inventory staff, move staff, scheduler, and budget manager, among others. iii. Development and/or identification of tools and processes to ensure clear communication and coordination of all Plan elements and activities, including both internal and external elements, to avoid disruption of mission-critical activities and minimize loss of productivity; iv. Development of a technology and data center requirements and migration plan, for base and specialty technical systems, including secure and other computer networks and equipment; v. Development of protocols for movement of high-security material, equipment and infrastructure, including asset identification, protection standards, moving, and tracking; vi. Development of asset disposal and acquisition plans, including office furniture, equipment, plants, artwork and supplies; vii. Development of space management strategies and standards, including occupancy evaluation, space design and configuration, signage plans and office assignment; viii. Integration of the relocation planning and management plans into the design/engineering/construction planning process; ix. Delivery of the Plan document addressing all items listed above and any other items the offeror believes are necessary along with recommending elements, strategies, structures and processes for optimal planning and implementation of the Plan. B. Plan Implementation - Phase II, to include, among other activities: i. Delivery and application of the tools, strategies and processes recommended in the Phase I Report; ii. Preparation of scope of services and Requests for Proposals for procurement of vendors and specialty contractors for the relocation of all personnel, equipment and assets, including development of independent estimates for each task order; iii. Development of technology and technology infrastructure scope of services and Requests for Proposals; iv. Establishment and dissemination of internal and external communication guidance and briefings; v. Asset inventory services and tracking processes and procedures, including labeling; vi. Relocation vendor coordination and oversight, including establishment of critical path priorities; vii. Move coordination and oversight, including distribution of move materials, provision of move equipment, and disassembly and re-assembly of furniture and equipment upon arrival; viii. Identification and tracking of Plan costs, both internal and external, to ensure efficient and effective use of resources to provide the best value possible to the Government. C. Plan Assessment - Phase III, to include, among other activities: i. Inventory of all assets to ensure successful arrival and deployment; ii. Identification and resolution of move claims and/or other damages; iii. Verification of vendor invoices for payment; iv. Documentation of "Lessons Learned"; and v. Assessment of Plan success. 2. Interested sources are invited to respond to this RFI by submitting a narrative describing the products/services provided by your firm. Include a maximum of 5 projects describing the following: Experience/Price: Describe the Government or commercial contracts your firm has completed in the last 5 years which demonstrate experience in providing Office Relocation Management Services and support of the type described above. Respondents should demonstrate how their management and oversight capabilities provide for efficient and effective use of funds, as the Agency is interested in sources that can identify project savings strategies and processes to control project costs. For each of the projects submitted for experience, provide the title, location, scope of relocation, contract value, and type of contract. Submissions should be in 12 point font, single spaced, single-sided, on 8.5 x 11 inch paper, with 1-inch margins. The preferred file types are Portable Document Format (.pdf) and Word (.doc). The response narrative should be no more than 10 pages in length, including the discussion of past projects. Respondents are encouraged to be as succinct as possible, while at the same time providing insight as to the particular strengths and differentiating factors offered to support these requirements. Information must be clearly labeled with the following: RFI SN07-33, organization, and points of contact. This information may be presented in a Cover Page to the response, which will not be included in the page limitation. All material submitted electronically must be UNCLASSIFIED. All respondents should appropriately identify any potential restrictions on the Government?s use of any information provided.
