Description
The Office of Research Integrity (ORI),Division of Education and Integrity through Division of Acquisitions Management, Program Support Center (PSC), Strategic Acquisition Services (SAS)is providing the following Sources Sought Notice to determine the availability of organizations to develop on-line instructional material and guidebook for instructors for a project entitled, Practicing Laboratory Leadership and Management: An Experiential Teaching Approach. The project is designed to make formal training in laboratory management widely available to faculty, graduate students, postdoctoral fellows, and all interested in the scientific research field so that researchers can engage in self instruction and institutions can establish face to face instruction programs. The instructional materials and guidebook will be available to all interested parties on the ORI website to be used by individuals or institutions. The Office of Research Integrity and the Division of Education and Integrity are supported by the U.S. Public Health Service in promoting integrity in biomedical and behavioral research as well as promoting education and training for the responsible conduct of research intramural, extramural and worldwide. Toward that purpose (ORI) has developed this requirement to increase the number of researchers who access laboratory leadership and management training and increase the number of institutions offering the course of study. Expanding the research professional?s effective laboratory leadership and management skills will improve the quality of research publications and reduce instances of research misconduct. The training documents will address at a minimum the production, personnel, communications, facility and financial problems of laboratory management. The requirement is for on-line instructional material and downloadable guidebook for instructors that will be made availability on the ORI website. Topics to be addressed at the minimum are: 1. Establishing and Managing a Research Program 2. Financial and Business Management 3. Quality Control/Assurance 4. Leadership 5. Managing Human Resources 5. Creativity, Discovery, Problem Solving, Innovation 6. Health, Safety and Security 7. Stewardship of Resources 8. Communication Skills, including negotiation, persuasion, teaching, interpersonal communication, motivation, and conflict resolution 9. Working With-In a Diverse Team Environment Each topic shall include at a minimum a pre-test, behavioral objectives, background material, references, a post-test, and evaluation. The instructor?s guidebook will provide sufficient expandable information so that an institution could establish a Lab Leadership and Management course of study to be added to the current curricula. Or, consolidate the information into a 1 to 5 day workshop. This proposed requirement needs to be acceptable to the academic community for inclusion into its curricula. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email by May 7, 2007 4:00 pm local prevailing time to the Contract Specialist, Janet Glasz at the following email address: pscacquisitions@psc.hhs.gov. Capability Statements (5 page maximum) must describe the organizations capability, past experience, and other credentials that make them a viable candidate to perform the requirement of developing the instructional material and guidebook that will meet the objectives of Office of Research Integrity. Capability Statement minimum information:Table of Contents, Organizations Name/Address and NAICs Code, Contact Information, Capability and Business Structure,Key Personnel, Past Experience and other Credentials. At this time, no organization size standard has been determined.
