Description
Statement of Work C-1.0 General. This Performance Work Statement (PWS) is to acquire contractor support services in completing OMB A-76 Competitive Sourcing studies and to document any revised performance requirements and the resulting performance decisions. C-2.0 Scope of Work. Products and services are expected to consist of feasibility studies, discussions of performance requirements, drafting of revised PWS, providing technical advice on technical and cost/business evaluations, formalizing the performance decisions and finalizing of Quality Assurance Surveillance Plans (QASP), and other related documents for the competitive sourcing studies of the USCG activities identified under this order. The contractor shall provide all labor, facilities, travel, materials and equipment required to perform this requirement. C-3.0 Specific Tasks. The contractor shall provide senior level support during the period of performance. The contractor shall complete the following tasks in accordance with an open, highly flexible schedule that best accommodates the changing deadlines, A-76 and FAR regulatory requirements, and the implementation schedules associated with the following tasks: C-3.1 Planning Planning is required for the MLCPAC competitive sourcing program. The tasks include, but are not limited to the following:Assist in developing and maintaining the Competitive Sourcing Strategic Plan for the Executive Steering Committee. Assist in developing competitive sourcing plan(s) including functions to be studied, the specific set of employees who will be affected, opportunities to fold in similar or related functions on a regional basis, and whether multiple activities might be consolidated for treatment in the same study. Assist in developing and maintaining competitive sourcing policies, procedures and guidance. Support workforce planning efforts. Assist with standard and streamlined competition preplanning. Conduct Business Case Analysis (BCAs). The output from these BCAs will further identify competition strategies, provide detailed work breakdown Structures (WBSs) and validate inherently governmental and commercial functions. Assist in developing current and out-year competitive sourcing budgets. Factors to be considered would be such variables as FTE to be inventoried or studied, contractor support study costs, government team member study costs, subject matter expert support costs, contracting officer support costs and study post-award support costs. C-3.2 Management Management support encompasses the oversight and guidance required to facilitate successful competitive sourcing activities. The tasks include, but are not limited to the following: Monitor, track, and evaluate individual study project progress for cost, schedule, performance, and risk. Conduct/facilitate ESC/management meetings for status reporting. Prepare agendas and minutes of status reviews and management meetings Revise and maintain an issues tracking system and facilitate issue resolution. Coordinate independent reviews so that facilities receive timely support. Identify and document lessons learned. Review and provide written comments on technical papers, proposed standards, position papers and proposed planning documents. Provide support to maintain or improve policy development. Services to be provided are in the form of information, advice, opinions, alternatives, analysis, evaluations, recommendations, checklists and technical support. Review Plan of Action and Milestones (PO&AM), Performance Work Statements (PWSs), Quality Assurance Surveillance Plan (QASP), Management Plan/ Most Efficient organization (MEO), Agency Cost Estimate, Agency Tender, Technical Performance plan (TPP), Transition plan, Phase in Plans, Quality Control Plans, Standard competition Forms (SCFs) and Streamlined competition forms (SLCFs). Provide recommendations or suggestions for improvement. C-3.3 Communications An effective Communication Plan and implementation of that Plan to inform the MLCPAC employees, unions, management, oversight (i.e., Congress, OMB) and industry is a critical element to any competitive sourcing program. The tasks include, but are not limited to the following: Revise and maintain a Communications Plan to provide the right information to the right individuals at the right time. Assist in the implementation of the Communications Plan including developing responses to employee questions; developing methods for dissemination of competitive sourcing information; and developing presentations, reports and correspondence for management and oversight. C-3.4 Provide Advisory and Assistance Services The Competitive Sourcing Program requires general support in the overall execution of the program to include providing technical assistance to the units undergoing studies. The tasks include, but are not limited to the following: Provide information, recommendations, alternatives, analysis, evaluations, recommendations, and technical support. Make recommendations for adjustments and changes to plans, initiatives and guidelines. Participate in the development of documentation for studies experiencing difficulty such as schedule slippage. Provide recommendations for solutions to problems and issues. Assess new Administrative policies and/or guidance, General Accounting Office decisions and other competitive sourcing related regulatory, legal or legislative guidance and develop program impact papers. Develop acquisition plans. Provide technical support, recommendations for solutions to problems and issues to contracting officers throughout the solicitation process and post award period. Assist with the development of Letters of Obligation. Provide technical support, recommendations for solutions to problems and issues, advice on acquisition strategy to the contracting officer throughout the procurement phase of the Competitive Sourcing process. C-3.5 Training Training of a wide-range of individuals in all disciplines associated with competitive sourcing is necessary to conduct a competitive sourcing effort. This training must be tailored to the audience and reflect MLCPAC plans, policies, procedures and guidance. The tasks include, but are not limited to the following: Assist developing a Training Plan to determine what training is required for whom and when it will be delivered. Conduct A-76 and related training. Training includes executive level overviews, all hands general training and specific competition training. C-3.6 Support Execution of Phase-in Plans The success of a competitive sourcing effort is dependent upon the execution of the phase-in plan to the MEO or contract. The tasks include, but are not limited to the following: Verify and adjust the phase-in plans. Maintain plans and budgets, work breakdown structures, and schedules. Monitor, track, and evaluate project progress for cost, schedule, performance, and risk. Provide project cost, schedule, performance, and risk information for presentations. Facilitate Transition Plan activities to include oversight of workforce transition efforts, execution of procurement activities, training in new process methods and encouraging employee buy-in. Assist with inventory of Government furnished property, equipment and materials. C-3.7 Support Appeals and Protests Should the USCG receive an appeal or protest to a competitive sourcing decision or challenges to the FAIR Act Inventory, administrative support will be required to include, but not limited to the following tasks: Support an appeal response. Provide information, recommendations, alternatives, analysis, evaluations, recommendations, technical support and draft responses. Support a protest response. Provide information, recommendations, alternatives, analysis, evaluations, recommendations, technical support and draft responses. Support a Fair Act challenge or appeal response. Provide information, recommendations, alternatives, analysis, evaluations, recommendations, technical support and draft responses. C-3.8 Post MEO- Post Competition/Performance Assistance HQ USCG will conduct a formal annual review and inspection of all MEOs at the end of the first full year of performance with additional reviews as necessary. The review will determine that the MEO had been implemented in accordance with the Performance Decision, MEO bid, and LOOs, and establishes the MEO's ability to meet the requirements of the PWS and confirms that actual costs are within the estimates contained in the agency Cost Estimate and Letter of Obligation. Specific contractor tasks include: Assist MLCPAC/fcp contracting officers monitor MEO performance and cost execution. Conduct the mid-year reviews/staff assistance visits to insure units are prepared for HQ audits. Deliver written report with findings and recommendations, to the MLCPAC contracting office. Provide information, advice, opinions, alternatives, analysis, evaluations, recommendations and technical support to the MEOs, affected units, and PACAREA/MLCPAC staffs regarding MEO post competition requirements. Such support may include such items as PWS requirements background, MEO cost basis, QASP/PRS background and adjustments, PWS/requirements modifications, cost tracking, and cost basis. C-3.9 Conduct Independent Review Support (Source Selection Support) The purpose of the Independent Review is to certify that data contained in the Agency Tender reasonably establishes an MEO?s ability to perform all of the requirements identified in the PWS with resources provided by the MEO and shall ensure all costs in the Agency cost estimate are fully justified. Additionally, the Independent Review certifies that cost estimates are in compliance with the procedures and requirements contained in OMB Circular A-76 and that all statutes and regulations have been followed. Specific contractor tasks include: Provide information, recommendations, alternatives, analysis, evaluations recommendations and technical support. Review both existing and proposed PWSs and QASPs for regulatory sufficiency. Review the MEO technical/cost proposal (Management Plan) for regulatory sufficiency, to ensure it reasonably establishes the ability to perform the PWS requirements within resources provided in the MEO and that all costs are fully justified and calculated in accordance with applicable directives. Deliver written report with recommendations, including full justification. Maintain back-up documentation for all aspects of West Coast competition activities, including source selections. C-4.0 Meetings C-4.1 Kick-off Meeting. A kick-off meeting to discuss planned timelines and milestones for the performance of the requirement will be held between the Contractor and the Government within 5 business days after award of task order. A schedule showing when the contractor will be required to be present at the Coast Guard Island will be established. In the event that the government or the contractor can not meet the schedule, advance notice of 2 working days must be given and a new work date established. C-4.2 Progress Meetings. The Contractor shall meet with the KO and COTR or representative on the first work day of the month to discuss progress on the contract and tasks to be performed during the month. Location of meetings and format will be agreed upon at the kick-off meeting (see Section C-4.1). A mutual effort will be made to resolve all problems identified during the meetings. C-5.0 Electronic Format. All reports and documents developed as part of this task order shall be prepared utilizing Microsoft Office Suite applications and e-mailed (3MB limit per e-mail) to the official designated by MLCPAC/fcp. If size restrictions prohibit e-mail delivery, Contractor shall deliver a CD-ROM disk or other media approved in advance by the contracting officer. C-6.0 Government Furnished Property And Information. The Government will provide one workspace, and equipment and supplies for one workspace. The Government will provide additional workspace, as it becomes available to perform the on-site portion of Contractor services as required in this task order, unless specifically stated otherwise in this work statement. C-7.0 Contractor Personnel: A. The contractor will ensure that all personnel providing services under this contract will be able to fluently speak, understand, read and write the English language. The Contractor shall insure that all personnel performing services under this contract will meet the required education level to perform functions as listed in this contract, at a minimum be a high school graduate or have a GED equivalency diploma. All personnel providing services under this contract must be either U.S. citizens or authorized to work in the United States. B. The Contractor shall provide a Senior Consultant who shall be responsible for all work performed on this task order. The contractor will function as part of the overall activity SSB and report to the Contracting Officer (KO) on the progress of these efforts. Generally, the work will be done collaboratively with/for the SSB, but the KO will direct some work and support efforts to be completed independently. The Contractor shall provide at least one employee with training in the use of COMPARE and sufficient knowledge to teach others how to use COMPARE. C. Individuals designated as key personnel will be committed to the task for its duration and cannot be substituted or replaced without the written agreement of the USCG. The Contractor shall manage any replacement/addition of key personnel in such a manner as to ensure continuity of contract performance. C-7.1 Review And Approval Of Qualifications: The USCG reserves the right to review and approve the qualifications of the key personnel assigned to this effort. The Contractor shall notify the USCG of significant personnel changes along with the steps the Contractor is taking to ensure impacts to task order schedules are minimized. The Contractor shall notify the USCG in writing of any proposed changes to key personnel at least ten (10) working days prior to need for a replacement. Within the ten days, the Contractor shall provide the qualifications for replacements for review and approval. C-7.2 Conflict of Interest. The Contractor will be required to sign nondisclosure agreements pertaining to safeguarding procurement sensitive information and reporting any contacts from potential private sector bidders. C-8.0 Travel. All Government required travel in performance of this task order will be reimbursed to the contractor under the provisions of the FAR and the JFTR. All travel shall be approved via e-mail in advance by the KO. Contractor support is expected to be accomplished in conjunction with the SSB at government designated sites. The contractor is responsible for personal area access unless specifically controlled access sites are designated. C-9.0 Period of Performance.
