- THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE SOURCE SELECTION SOLICITIATION. POC FOR THIS PROJECT IS MR. CHRIS WENTWORTH AT FAX: (850)884-1260. This project will be solicited as a single design-build RFP for the new Hurlburt Field Visiting Quarters (VQ), Consolidated Club (CC), and Joint Operational Planning Facility (JOPF). The Government will provide conceptual designs of approximately 35% for each facility. This project will consist of a fast-track phased construction of the facilities, which will be funded by both appropriated and non-appropriated funds. The VQ and CC will be constructed before the JOPF. Demolition of the existing Soundside Club shall occur after the new CC is complete, which will allow for construction of the JOPF in place of the demolished Soundside Club. The general scope of work includes, but is not limited to: The VQ and CC will be constructed as one combined facility and will be located east of the existing Hurlburt Soundside Club. The CC will be approximately 23,301 square feet and consist of a kitchen, dining rooms, lounge, ballrooms, bathrooms, and office space with an anticipated air conditioning requirement of 200 tons. The VQ will be designed to lodge 120 personnel in approximately 63,106 square feet of building space with an anticipated air conditioning requirement of 140 tons. Rooms will have combination living/bedroom with bath and support space for housekeeping equipment and storage. The combined facility will include: Mechanical - chilled water with 2 air cooled chillers, heating water central plant with single gas fired boiler, and 3 air handling units. Plumbing - domestic water with backflow preventer, and natural gas will serve water heaters and air handling units. Telecom/Data/CATV/AV system - facility will encompass cabling and wireless infrastructure, media equipment and infrastructure designed to support meetings, lectures and general function. Media equipment includes visual aids such as video projection systems able to display computer generated and CATV sourced video / slide shows as well as audio systems suitable for integration with visual media, public speaking, entertainment and general background music. The AV systems will primarily be used in the CC portions of the project in rooms such as the Ball Rooms, Function Rooms and Meeting rooms. The JOPF will have 16,644 SF of user space with 20,002 SF under roof with an anticipated air conditioning requirement of 60 tons. It will accommodate 280 personnel in one large briefing room, with an additional 44-person briefing room. The large room will have motorized partitions to allow configuration into three briefing rooms or planning areas. Restrooms will accommodate large numbers of or persons taking simultaneous breaks. The facility will be located at the current site of the existing Soundside Club on Santa Rosa Sound. The JOPF shall meet all applicable Department of Defense anti-terrorism force protection requirements from the Unified Facilities Criteria, UFC 4-010-01 DOD Minimum Anti-terrorism Standards for Buildings. This facility will include: Security - intrusion detection, signal equipment, system controls, alarm displays, and alarm indicating devices. System is anticipated to have microprocessor based central controls, remote intrusion sensors and detection devices, and a communication link to perform monitoring, alarm, and control functions. System is physically and electronically modular with provision for future expansion, and is self-monitoring and self-diagnostic. Closed Circuit Television System (CCTV) will include video cameras, camera outlets, camera controls, monitors, video switches, signal processing equipment, control stations, distribution components, a videotape recorder, and accessories to generate video images, process them, and distribute them. System shall display images on monitors and provide for remote control of video-camera equipment. Estimated magnitude of the complete project is from $25,000,000 to $100,000,000. Bid/solicitation documents should be available on or about 30 May 2007. The North American Industry Classification System (NACIS) code for this project is 236220. A Request for Proposal will result in the award of a single firm fixed price (FFP) design/build construction contract. Payment and performance bonds will be required within ten days of contract award. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
