Description
This is a notice of intent to Sole Source, Not a request for a proposal. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchase order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements to Audubon of Florida, Miami, FL, to conduct Monitoring of the Effects of Hydrologic Changes on Resident Fishes and Aquatic Vegetation in the Mangrove Zone of Northe astern Florida Bay. The US Army Corps of Engineers has a need to establish a baseline of existing ecological conditions downstream of the freshwater marshes in Everglades National Park to enable an assessment of the performance of future ecosystem restora tion plans. This will be a continuation of studies conducted from 2002 through 2006 by Dr. Jerome Lorenz of Audubon of Florida and these studies must build on Dr. Lorenzs previous research and be directly comparable to it in order to provide a scientific ally valid database. The award will be for a five-year period (Base plus four 1-year option periods. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $6.5M. The sole source determination is based upon the experience, skills, and expertise possessed by Dr. Jerome Lorenz developed over his 10 years of research on the mangrove zone ecosystem in South Florida and the knowledge he has gained over the past years in conducting research on responses of the biological communities to altered hydrology in the Everglades. An award to any other source would adversely affect the US Army Corps of Engineers ability to evaluate the effects of increased freshwater restoration flows through the interior of Everglades National Park. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
