- SOLICITATION NO. W9128F-07-B-0011 On or about 10 May 2007, this office will issue Invitations for Bid for construction of the Rehab Roads West End of Nebraska Tailwaters Campground and Day Use Area, Gavins Point Dam near Yankton, SD. The solicitation will close on or about 11 June 2007. This solicitation is RESTRICTED TO HISTORICALLY UNDERUTILIZED BUSINESS ZONE or HUBZONE SMALL BUSINESS PARTICIPATION This project is set-aside under the Historically Underutilized Business Zone (HUBZone) Program. To be considered for award, successful bidd er must be a certified HUBZone contractor. Status as a qualified HUBZone small business concern is determined by the Small Business Administration (SBA) in accordance with 13 CFR part 126. If the SBA determines that a concern is a qualified HUBZone small business concern, it will issue a certification to that effect and will add the concern to the List of Qualified HUBZone Small Business Concerns on its Internet website at http://www.sba.gov/hubzone. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) Work will include milling approximately 15,000 SY of existing road and parking areas and blend millings into the existing base course material and re-compact. A new 3-inch layer of asphalt will then be placed on top of the Tailwaters West Campground and Da y Use Area. All affected roads will be road striped. Option Bid: Training Dike Road and Parking Areas: Mill approximately 40,000 SY of existing roadway and parking areas and blend millings into the existing base course material and re-compact. Mill, blend and re-compact approximately 15,000 SY of existing as phalt parking lots and install a new 2-inch surface course. The estimated construction cost of this project is between $250,000 and $500,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 60 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work i n the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
