THIS SOLICITATION, ORIGINALLY ADVERTISED ON 23 MARCH 2007, IS BEING MODIFIED TO MAKE THE FOLLOWING CHANGES: PROJECT TITLE AND LOCATION IS CHANGED TO INCLUDE EL BLUFF AS WELL AS CORN ISLAND AND BLUEFIELDS, NICARAGUA. RESPONSE/BID DATE IS CHANGED TO 20 JUNE 2007. DATE SOLICITATION DOCUMENTS WILL BE AVAILABLE IS CHANGED TO ON OR ABOUT 09 MAY 2007. WORK WILL INCLUDE REPLACING A WAREHOUSE ROOF, ADDING CMU ENDWALLS, CONCRETE COLUMN REPAIR AND INSTALLATION OF ROLLING STEEL DOOR AT EL BLUFF, IN ADDITION T O WORK DESCRIBED IN PREVIOUS ANNOUNCEMENT. A pre-proposal conference will be held at the Bluefields Navy Base, Bluefields, Nicaragua on 16 and 17 May 2007 at 9:00 a.m. (local Time). Offerors should refer to Section 00100 Contract Clause 952.000-4133, PRE- PROPOSAL CONFERENCE, in the solicitation for details. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing si te conditions, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Number of attendees is limited to two from each firm. Minutes of the pre-proposal conference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil. All interested parties are invited to participate in the site visit to Corn Island, Bluefields and El Bluff. The site visit will begin at the Nicaraguan Navy Post at Bluefields, Nicar agua on 16 May 2007. The site visit will begin at 9:00 a.m. (local time) and it will include EL Bluff. Duration of the site visit will be approximately one day. On the next day 17 May 2007 will continue with the site visit and Pre-Conference at Corn Isla nd. Offerors should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Failure to do so shall not r elieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents. In this regard, Offerors should note Contract Clause FAR 52.236-3 Site Investigation and Conditions Affecting the Wo rk. SPECIFIC TECHNICAL QUESTIONS RELATED TO THIS PROJECT SHOULD BE SENT TO MS. KAREN WILLIAMS BY FAX AT 251-694-3626. OTHER FORMS OF COMMUNICATING QUESTIONS TO THE GOVERNMENT WILL NOT BE HONORED. THE GOVERNMENT WILL TRY TO RESPOND TO ALL QUESTIONS. HOWEVER, RESPONSES MAY NOT BE FURNISHED TO ALL QUESTIONS, AND PARTICULARLY, THOSE RECEIVED LATE IN THE ADVERTISEMENT PERIOD (0-10 DAYS PRIOR TO BID OPENING).
