Description
The RFP has been released - 17 April 2007. SPAWAR Europe, a branch of SPAWAR Systems Center Charleston is soliciting for IP Voice, Video, and Data services via multiple Very Small Aperture Terminal (VSAT) satellite networks to non-GIG (Global Information Grid) Department of Defense (DoD) and Partner Nation Elements throughout the Central Command (CENTCOM), European Command (EUCOM), Pacific Command (PACOM), Africa Command (AFRICOM) Areas of Responsibility (AORs) and the British Indian Ocean Trust (BIOT) Territory in support of DoD, the U.S. Government, the Global War on Terrorism (GWOT), and numerous military operations (e.g. Operations Iraqi Freedom (OIF) and Enduring Freedom (OEF) etc.). SPAWAR Europe requires satellite IP services to support non-GIG operations in the areas identified above and other yet to be identified locations per tasking as received. The services to be provided by the contractor include, but are not limited to, the following: 1. Satellite Network Services. Each network shall have varying characteristics (e.g. various satellite spectrum or geographic regions). 2. Satellite Network Transition. IP Voice/Data satellite services are currently coupled with approximately 350 Internet Facilities in the Middle East (e.g. Iraq, Kuwait, Bahrain, Afghanistan, etc.) and the Balkans where military personnel can make telephone calls and access the Internet. As part of this contract, a new satellite-based Internet-broadband service and VoIP network will be required to continue support of deployed military personnel in the CENTCOM, EUCOM, PACOM, and AFRICOM AORs and BIOT Territory. The Contractor may be tasked to transition one or more of the current SPAWAR Europe satellite networks from current service and deliver services delineated below. 3. Dedicated Satellite Spectrum 4. VSAT System Installation, Maintenance and Operational Support 5. On-Site Technical Support LSA Anaconda, Iraq 6. Network Operations Center (NOC) Support 7. VoIP Gateway T1/E1 Interface SPAWAR Systems Center Charleston intends to issue a full and open competitive solicitation. A Commercial Firm Fixed Price IDIQ Contract in accordance with FAR Part 12 is anticipated with a base period of one year with four one-year option periods. The places of performance include 75% of the work being done in Iraq and the other 25% will be required at the remaining locations. FAR Part 19 does not apply to this procurement as the Government has determined that it has no existing need for any work to be performed in the United States and the required services that may be ordered will require performance entirely outside the United States.
