Description
NAICS Code: 541820 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Request for quotation number RFQ-DC-07-00138 shall be referenced on any quotation. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-04. Only one award will result from this solicitation, via the issuance of a time and materials purchase order. This requirement is being competed based on responses received to a previous sole source notification under sole source notice RFQ-DC-07-00115 posted on February 26, 2006. Statement of Work Radiation Protection Division: Crisis Communications Period of Performance: 12 months Estimated Level of Effort: 325 hours Background EPA's Radiation Protection Division (RPD) is continuing its strategic efforts in emergency preparedness by improving staff crisis communications skills and knowledge. This statement of work sets forth support that RPD needs to implement a number of aspects of this multi-faceted program to help EPA communicate effectively during a radiological crisis. EPA RPD needs: " An assessment of the risk communications skills and knowledge of select EPA staff and managers, " Three http://www.epa.gov/epahome/aboutepa.htmrisk communications workshops, " Assistance in the development of a briefing book, and " Assistance with promoting the crisis communications guide. Task 1: Assessment of Crisis Communications Skills and Knowledge The contractor shall conduct an assessment of 20 to 30 EPA regional personnel on how best to continue their communication training and practice on effectively communicating with the media and the public during radiological emergencies. The contractor shall gather, analyze, and report the findings of the assessment. Based upon these findings, the contractor shall make recommendations for the next steps in media and public communications training. The contractor shall conduct one planning session for the assessment prior to the assessment beginning, conduct the assessment, and provide an assessment report with findings, analyses, and recommendations for next steps in training. This task shall be completed within three months of contract award. Project deliverables will be the assessment survey and report. The report will be electronic and not more than 30 pages, excluding appendices. The methodology and the method of delivery shall be proposed by the contractor in response to the RFQ. EPA approval is required prior to the administration of the assessment. Task 2: Train-the-Trainer Workshops Risk communication is essential for any radiation issue, be it emergency or non-emergency situations. Workshop participants will be trained on the content of the risk communication pocket guide which will be provided to the contractor once it is available. The guide is a risk communications guide for radiological emergencies that features messages developed specifically for radiological emergencies. It also has guidance on developing messages using message mapping, being an effective spokesperson, and disseminating messages. The first workshop will take place after the assessment and not more than one month after the contractor receives the pocket guide. The training will be "train-the-trainer" workshops on effectively communicating with the media and the public during radiological emergencies based on the guide. Workshops following the original workshop shall be held three to four months apart, for a total of three workshops. Project deliverables will be three workshops of not more than forty persons each, course materials featuring message mapping, as developed by Dr. Vincent Covello, course evaluation criteria, and a report summarizing the results and evaluations of the train-the-trainer sessions. The workshops will be held in the local DC area and will be provided for by EPA. Task 3: Briefing Book The contractor shall, as directed, help EPA develop a briefing book for use by EPA spokespersons and other key personnel for print and broadcast interviews, oral presentations and exhibits, printed materials, and other communication settings. The briefing book shall contain a variety of crisis scenarios and message maps to address public and media concerns and questions arising from the crises and will feature message maps on radiological emergencies. The briefing book shall be submitted in electronic format and as a hard copy, in a three-ring binder with tabs. The contractor shall provide all electronic supporting files in their native and in Word format. The briefing book shall be 40 to 60 pages in length, excluding appendices. Task 4: Completion, Promotion and Distribution of the Crisis Communications Guide The contractor shall assist in publicizing the guide through the development and distribution of information on the guide via fax, Internet, and mail. The contractor shall develop an electronic postcard to promote the availability of the guide. The electronic postcard shall be developed no more than one month after signing the contract. Once the draft is sent back to the contractor, the contractor shall make the recommended changes within 5 working days. The assistance in publicizing this guide will be outreach and research activities and will be an on-going effort throughout the period of performance. Key research activities include, but are not limited to, the following: " developing organizational contact information (mailing lists) " researching information about organizations' annual meetings " researching where to send the electronic postcard " converting the guide to an electronic format to post on the Web These activities will not comprise more than 7 hours a month, of the total effort required under this Statement of Work. Offerors may suggest other activities to promote this guide. Evaluation Factors BASIS FOR AWARD: The Government will award to the responsive, responsible firm, whose quotation is most advantageous to the Government, price and other factors considered. This is a best-value procurement. The Government may or may not award to the low price quotation. The Government will utilize the evaluation criteria percentage weights identified below, during the evaluation of responses received to this Request for Quotation. 1. Corporate Experience (30%)- The Government will evaluate each offerors' depth and breadth of experience in developing projects comparable to this effort and performing projects of a similar size, scope, and complexity. More specifically, offerors will be evaluated based on their experience with the following: " Emergency radiological issues and efforts and developing and executing focus groups " Developing and executing "message mapping" sessions " Developing crisis communications guides for emergency responders based on the principles of crisis communications and on the message maps and message mapping theory. 2. Personnel (30%)- The Government will evaluate the availability and relevant experience of the proposed personnel. The proposed personnel will also be evaluated on the following factors: " Expertise and credibility of personnel in the field of crisis communications and media relations as demonstrated by: o Number of books published on risk assessment and crisis communications. o Number of published articles in credible scientific journals on risk assessment and crisis communications. o Number of national and international conferences on risk assessment and communications chaired. o Number of crisis communications and media relations workshops for Fortune 500 companies and U.S. and other nation's government agencies. o Experience on scientific journal editorial boards relating to crisis communications and risk assessment. o Experience consulting with, or working for prestigious government organizations o Federal government crisis communications and media relations consulting experience. 3. Technical Approach & Expertise (20%) - The Government will evaluate each offeror's technical approach, demonstrating how the offeror plans to accomplish the activities described in the SOW. 4. Past Performance (10%)- The Government will evaluate each offerors' past performance of similar projects based upon customer satisfaction with the services provided on past or current projects. 5. Cost/Price (10%)- The Government will evaluate the total expected cost of performing this work. The Government's estimated level of effort for this requirement is approximately 325 hours: 74 hours for task one, 64 hours for task two, 100 hours for task three, and 87 hours for task four. The provision at FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items", 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.222-3 - Convict Labor (June 2003) (E.O. 11755), 52.222-19 - Child Labor-Cooperation with Authorities and Remedies (Jan 2006) (E.O. 13126), 52.222-21- Prohibition of Segregated Facilities (Feb 1999), 52.222-26 - Equal Opportunity (Apr 2002) (E.O. 11246), 52.222-35 - Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sept 2006) (38 U.S.C. 4212), 52.222-36 - Affirmative Action for Workers with Disabilities (Jun 1998) (29 U.S.C. 793), 52.222-37- Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (Sept 2006) (38 U.S.C. 4212), 52.225-13 - Restrictions on Certain Foreign Purchases (Feb 2006) (E.o.s, proclamations, and statutes administered by the Office of Foreign Assets Control of the Department of the Treasury), and 52.232-33 - Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003) (31 U.S.C. 3332). Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database. Quotation Submission Instructions Offerors shall submit a detailed project plan (not to exceed 10 pages), describing the Offeror's ability to satisfy the Government's requirement as set forth in the Statement of Work. Additionally, the offeror shall identify up to two contracts, which it has recently performed (within the last 5 years), or is currently performing, that are similar in scope for services of this magnitude and complexity. The offeror shall provide the following information with respect to each of these contracts: *Contract number, contract type and dollar value *Date of contract award and period of performance *Name, address and telephone number of all applicable contract points of contact *Brief description of contract work, scope, and responsibilities In addition, offeror's shall submit a time and materials quotation broken out by labor categories, indirect costs and other direct costs (ODC's), including travel and a not-to-exceed amount, for completing all tasks in the Statement of Work. Each offeror shall submit (1) one electronic copy of their Quotation which shall include the following: 1) Project Plan - (no more than 10 pages in length) describing the offeror's ability to satisfy the Government's requirements as set forth in the Statement of Work. 2) Past Experience - Offerors shall identify up to (2) two contracts the offeror has recently performed (within the last 5 years), that are similar in nature to this contract. Offerors should also include a brief description of the work, scope, and responsibilities. 4) Pricing Information - The offeror shall provide, in writing, a detailed price quotation to include proposed amounts for any indirect costs and other direct costs, including travel. 5) Completed FAR 52.212-3.
