Description
General Services Administration (GSA) has a need for a contractor to provide all management, supervision, labor, materials, supplies and equipment, and shall plan, schedule, coordinate and assure effective performance of all work for the Phase II renovation of the main lobby at the U.S. Federal Building and Courthouse in Duluth, MN. The lobby renovation project represents Phase II of the main lobby's historic restoration to the original 1930's era. The scope of work includes, but is not limited to, the renovation of approximately 1,350 sq. ft. of lobby area to accommodate a new coffee shop area serving tenants and the public. The coffee shop design will incorporate historic design features and finishes consistent with Phase I. The remaining project scope replaces the existing deteriorated bronze exterior entrance doors with new doors replicating the original design, as well as restoration of three (3) arched windows along the lobby's west wall at the south end. Contract completion time for construction is (261) calendar days from receipt of notice to proceed. The estimated range of this project is between 250,000.00 and $500,000.00. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System code is 236220 with a size standard of $31 million. This is a negotiated procurement; there will not be a public bid opening. Best value method will be used to determine the awardee. Evaluation factors will consist of past performance and price. The solicitation will be available on or about March 26, 2007. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedTeDS, you will first be required to register with the Central Contractor Registration (CCR) database. You may access CCR at the following URL www.bpn.gov. Once you have registered with CCR you will be required to register with FedTeDS. No federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URL https://www.FedTeDS.gov. Also, effective January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors are required to use the Online Representations and Certifications Applications (ORCA) in federal solicitations as a part of the proposal submission process. You may access ORCA via the Internet at http://orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the FedTeDS website for amendment(s), if any, to the solicitation. All responsive offers from responsible offerors will be considered. Small business concerns, including HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged, and women-owned businesses are encouraged to submit proposals. Offer due date and time for receipt of proposals will be on or about April 25, 2007 at 4:00 P.M. (Chicago Time). All responses must be submitted to General Services Administration, Public Buildings Service, Office of Tenant Operations, Minnesota/Wisconsin Service Center, Attn: Ms. Lorraine Kohn, Contract Specialist, 610 South Canal St., 10th Floor, Chicago, Illinois 60607. AMENDMENT 001 WAS ISSUED TO FEDTEDS ON MARCH 30, 2007 TO INCORPORATE ADDITIONAL DRAWINGS. PROPOSAL DUE DATE OF APRIL 26, 2007, 4:00 P.M. (CHICAGO TIME) REMAINS THE SAME. AMENDMENT 002 WAS ISSUED TO FEDTEDS ON APRIL 20, 2007 TO SCHEDULE SITE VISIT FOR WEDNESDAY, APRIL 25, 2007, 2:00 P.M. AND TO EXTEND THE PROPOSAL DUE DATE FROM THURSDAY, APRIL 26, 2007, 4:00 P.M. (CHICAGO TIME) TO THURSDAY, MAY 3, 2007, 4:00 P.M. (CHICAGO TIME).
