- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. The acquisition is 100% set-aside for small business. This is a brand name or equal requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency?s requirement. The National Institute of Standards and Technology (NIST) has a requirement for an Optical Fiber-Based Phase Modulator. The fiber modulators will be used for laser cooling and trapping experiments with cold atoms. The modulator will be used to put sidebands on lasers(at 852 nm and 894 nm) that will be used to excite, simultaneously, multiple atomic transitions in cesium atoms that differ by frequencies of between a few hundred MHz and 10 GHz. LINE ITEM 0001: Quantity 2 each EOSpace Model PM-0K5-10-PFU-PFU-850-UL-S Lithium Niobate 10Gb/s Phase Modulator or equivalent, meeting all of the following required salient characteristics: 1.) Wavelength must be operational between 850 nm and 895 nm; 2.) Input power must be able to input greater than 10mW optical power; 3.) Must have FC connectors; 4.) Insertion loss must be 3dB or less; 5.) Modulation frequency must be DC-10 GHz; 6.) Fiber must be single mode polarization maintaining; Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the contractor?s commercial schedule. Award shall be made to the party whose quote offers the best value to the Government, technical capability and price considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor ?Meeting or exceeding the Requirement,?, and 2) Price. Technical Capability and Price are of equal importance. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics and clearly documents that the offered product meets or exceeds the specifications stated above and meets the needs of the Government in essentially, the same manner as the brand name. All quotes must be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Lynda Roark, 100 Bureau Drive, MS 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 2:00 p.m. local time on April 30, 2007. E-MAIL QUOTES SHALL BE ACCEPTED. FAX QUOTES SHALL BE ACCEPTED.
