Description
NOTICE TO ALL POTENTIAL OFFERORS: The response time for the receipt of quotes for this Combined Synopsis Solicitation been extended from 2:00 PM MST, 20 April 2007 to 10:00 AM MST, 24 April 2007. This procurement is for the acquisition of a commercial item using simplified procedures in accordance with FAR Parts 12.6 & 13. This is a combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation only and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ) against solicitation number FA7000-07-T-0150 for a BRAND NAME only. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. All responsible sources may submit a quotation, which shall be considered by the agency. Quotes may be sent to the Operational Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy, CO 80840-2315 via postal mail service; electronic attachment to e-mail at henry.rush@usafa.af.mil; hand carried or faxed. It should be noted that faxed quotations can be sent to (719) 333-6608. The FOB for this RFQ is Destination delivered inside the Lab. Quotations received with other than FOB Destination pricing will not be considered. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-016 effective 22 March 2007. The North American Industrial Classification System (NAICS) number is 339111, Laboratory Apparatus and Furniture Manufacturing and the business size standard is 500 employees. The proposed acquisition is unrestricted. The proposed acquisition consists of the following Contract Line Items Numbers (CLINs) for the Brand Name product: CLIN 0001 Part Number 728211, Evolution RC refrigerated centrifuge, keypad interface with high speed performance. 26,000 rpm, 70, 450 X g and high capacity performance ? 6 liters / 15,810 x g. Ergonomic design, automatic run recall, patented imbalance tolerant drive and vacuum-less operation. Standard warranty of one (1) year on the instrument, three (3) years on the drive and five (5) years on the refrigeration. (None will be prorated.) CLIN 0002 Part Number 11796, SH-300 Swinging Buck Rotor, with buckets, 4 Place, 750 ml tubes. Required delivery date for CLINs 0001 and 0002 is 25 days after date of award. CLIN 0001 # 728211 Evolution RC Refrigerated Centrifuge 1 each $_________ Total $_______ CLIN 0002 # 11796, SH-300 Swinging Buck Rotor, 1 each $_________ Total $_______ Request for Quotation Total: $_______ BRAND NAME ONLY JUSTIFICATION: The USAF Academy, Department of Chemistry has a Brand Name Only requirement to procure a Thermo Electron Model Evolution RC Centrifuge that will be utilized using existing rotors in their current inventory. This acquisition is to replace a low speed centrifuge with a high speed centrifuge that utilizes the same rotors. All the rotors used in the equipment in the biochemistry lab are interchangeable, so it is necessary to purchase the same brand name product as a replacement. The Thermo Electron model Evolution RC Centrifuge meets all below-stated requirements and is therefore the instrument of choice for a BRAND NAME purchase by the United States Air Force Academy Department of Chemistry. BRAND NAME purchase of a One (1) Thermo Electron model Evolution RC Centrifuge that will be used in all biochemistry lab courses, Chem 440, Polymer Chemistry, Chem 465, Material Science and Chem 499 Independent Research: Specifications must be able to meet the following criteria: A. The Air Force Academy, Department of Chemistry currently has four centrifuge rotors with a value of approximately $20,000 that operate in a Thermo Electron (previously Sorvall) Instruments. B. The centrifuge system must be able to reach a max speed of 26,000 RPM without the use of a vacuum pump. C. The centrifuge system must have at least a 3.5 hp motor and 2.0 hp compressor for maximum performance and to accelerate large volume rotors more quickly. D. The centrifuge system must have a strong, imbalance-tolerant drive system including a brush-less motor design that provides a gyro that flexes in two places to accommodate any misalignment or imbalance. This capability will compensate for balance errors and protect the equipment from severe damage. E. The centrifuge system must contain heating and cooling capability, providing quick temperature response and superior temperature control. F. The centrifuge system must contain a built-in electrical management system to ensure peak instrument performance, even under poor power supply condition. System must accept input voltage varying from 187-253 volts without speed or temperature control degradation. G. The centrifuge system must have a ?lift over? profile no greater than 33 inches. This ergonomic feature provides a safe working height for instrument users. H. The centrifuge system must be extremely easy to load and clean, with a retractable chamber door that slides completely out of the way. The centrifuge must have ?hands-free? access to the rotor chamber. I. The centrifuge system must have an integrated rotor lid holder to facilitate access to samples. J. The centrifuge system must have a 6 liter rotor that is bio-contained and does not require additional canisters. K. The centrifuge system must have multiple slow-start/slow-stop features to prevent gradient disturbance during acceleration and deceleration. L. The centrifuge system must have an easily accessible RCF (Relative Centrifugal Force) feature that automatically calculates and displays the corresponding RCF value for any selected rotor and speed setting. M. The centrifuge must accept ?system integrated? SUPER-LITE? Composite and SUPER-LITE? aluminum rotors allowing for faster acceleration and deceleration times, with accurate temperature control. No canisters or additional subassemblies should be required. N. The centrifuge system must come with a standard warranty of one (1) year on the instrument, three (3) years on the drive and five (5) years on the refrigeration. (None will be prorated.) Interested and qualified sources are requested to provide the following information no later than 20 April 2007, 2:00 PM Mountain Standard Time (MST): 1) Company name, address, CAGE Code and DUNS Number 2) Point of contact telephone number and e-mail address 3) Type of business, i.e. large business, small business, 8(a), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), etc, and under which NAICS Code 4) Date of business type certification and offeror?s business size 5) A brief statement that the Company is capable of providing the BRAND NAME products as annotated in CLINs 0001- 0002 above. 6) If the company is currently registered in the Central Contractor Registration (CCR) at www.ccr.gov/index.cfm. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors ? Commercial Items. FAR 52.212-1 is supplemented per following addenda: ?Contractor shall submit their quotation on company letterhead stationary, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, unit price, and overall total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, any discount terms, cage code, DUNS number, size of business, acknowledgement of solicitation Amendments, a statement ensuring that the representations and certifications has been completed in accordance with FAR 52.212-3 ? Offeror Representations and Certifications ? Commercial Items on the ORCA website (http://orca.bpn.gov/publicsearch.aspx), and provide a copy of DFARS 252.225-7000, Buy American Act ? Balance of Payments Program Certificate which must be signed and returned with the quote (http://farsite.hill.af.mil/). The provision at 52.212-2, Evaluation ? Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive responsible quoter whose technically acceptable quote conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate quotes: Award will be made on the basis of determining the technically acceptable quote, with the lowest evaluated price which meets or exceeds the requirements. Quotes will be evaluated on a pass or fail basis. If a quote cannot comply with every requirement, that quote will be determined not to be technically acceptable. Once a quote has been determined to be technically acceptable, then the Offeror with the lowest evaluated price will be awarded the contract. The Government intends to evaluate quotes and make an award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, with the following addendum applies: FAR 52.252-2, Clauses Incorporated by Reference: FAR 52.242-15 Stop Work Order, FAR 52.211-6 Name Brand or Equal (AUG 1999), DFAR 252.204-7034 Alt A (NOV 2003), Required Central Contractor Registration Alternate A, DFARS 252.225-7031, Secondary Boycott of Israel (APR 2003). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
