Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services, is conducting a market survey to seek potential sources from qualified small business firms under North American Industry Classification System (NAICS) Code 541611 which have the capability to carry out the provision of technical assistance for state Medicaid agencies implementing health information technology (health IT) and/or participating in health information exchange (HIE) and coordinate these efforts with other health IT projects at AHRQ and potentially other government agencies such as the Centers for Medicare and Medicaid Services (CMS) and the Health Resources and Services Administration (HRSA). This Technical Assistance (TA) will support AHRQs work with state Medicaid agencies by providing them with assistance in the areas of evaluating, implementing and assessing the value of health IT and HIE, and developing tools needed for effective communication, collaboration, information sharing, and knowledge management for state Medicaid agencies. TA will also include development and maintenance of a Medicaid specific section of the already existing AHRQ National Resource Center for Health IT (NRC) website. Sources must demonstrate that they have an understanding of and experience in working with multiple state Medicaid agencies; health IT and HIE, providing technical assistance to healthcare stakeholders, capacity to complete tasks requiring a broad range of skills and expertise; ability to convene stakeholder meetings; ability to develop tools and processes needed for effective communication, collaboration, information sharing and knowledge management; and ability to manage complex projects. Staff must include a Project Director who shall have, at a minimum, no less than twelve (12) years total work experience which includes: 1) at least ten (10) years in health services research; 2) demonstrated skills in organizing and monitoring challenging and complex projects conducted by groups of diverse professionals; and 3) expertise working with Medicaid agencies in more than one state. Staff may also include a Project Manager with, at a minimum, not less than eight (8) years total work experience which includes: 1) at least six (6) years in the health services research or the health IT specialty services field; 2) extensive knowledge of health IT, informatics, and healthcare information systems issues; 3) extensive knowledge of Medicaid populations; and 4) demonstrated skills in organizing and monitoring complex projects in health care and health IT. Interested SMALL BUSINESSES should submit their capability statement (no more than 10 pages in length) to Jessica Alderton, Contracting Officer by email at Jessica.Alderton@ahrq.hhs.gov no later than May 3, 2007 at 12:00 noon. Capability statements should be tailored to this request and identify the sources capabilities to complete this requirements, including information on key staff experience and education, and a description of corporate experience with similar projects.
