- The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Dr. Jose Pablo Liedo Fernandez, Mexico for a project studying how lifespan is regulated by dietary supplements. The Laboratory of Experimental Gerontology (LEG) has previously utilized the Mexican fruit flies (Mexflies) to investigate the effects of dietary supplementation of tocopherols (Vitamin E) on lifespan. The contractor will provide the following services that will be conducted under the director of LEG scientists: 1) Establish a large scale screen module to allow simultaneously using a large number of Mexflies for lifespan assays in the Moscafrut mass-rearing facility at Tapachula in the state of Chiapas, Mexico; 2) Assist in the design of prolongevity studies to ensure the consistent quality of lifespan assays in Mexflies in Mexico; 3) Meet and email communication with LEG personnel to review progress, answer questions, and provide expert advice in support of ongoing prolongevity studies; 4) Perform prolongevity screen to identify compounds that extend lifespan in Mexflies in Mexico; 5) Perform assays to evaluate the effects of prolongevity compounds on various behaviors of Mexflies; 6) Collect and analyze data; 7) Provide targets and advices for investigate molecular mechanisms by which the target compounds extend lifespan in Drosophila Melanogaster in LEG and 8) participate as a co-author in the preparation and submission of manuscripts. Only one responsible source and no other supplier or services will satisfy agency requirements, 41 U.S.C. 253(c)(1), FAR 6.302-1 (b) (1). The cited authority is applicable because Dr. Fernandez is the only source that can fulfill the requirements of this contract. Dr. Fernandez has expert credentials to meet the requirements for this contract. He has more than 20 years of solid training and experience in biology of aging, and he is an internationally recognized expert in the use of the Mexflies and Medflies for demographic studies in aging. He has managed the fly research facilities for more than 20 years and is familiar with using Medflies and Mexflies to conduct aging-related research. The contract services Dr. Fernandez will manage will be provided at the Moscafrut mass-rearing facility located in Tapachula in the state of Chiapas, Mexico, which is one of the rare Mexfly facilities in the world for pest control by applying the sterile insect technique. This facility is highly organized, well run and is routinely generating millions of high quality Mexflies daily, which is essential for a large scale prolongevity screen specified in this contract. One of the most significant findings made by Dr. Fernandez and his collaborators was published in top scientists Journal Science in 1992, which used Medflies to show that life expectancy of old animals increased instead of decreased with age. The period of performance is 12 months. The North American Industry Classification (NAICS) is 541990 and the size standard is 500. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement.
