Description
This synopsis, for a planned acquisition, is to provide services to test, maintain, and repair Athletic Scoreboards and Messaging Displays at the USAF Academy, CO. This synopsis was previously posted under Soliciation Number FA7000-07-B-0006 on Jan 23 2007. Solicitation Number FA7000-07-B-0006 is no longer valid and has been replaced with Solicitation Number FA7000-07-T-0074. The performance period is one year from approximately 1 Jun 007 plus four (4) one-year options that may be exercised unilaterally by the government. The Soliciation will be posted on FedBizOps on 24 April 2007 with proposals due approximately 10 days after release. DESCRIPTION OF SERVICES: The service provider sahll provide all management, labor, materials, and transportation necessary to provide serives to test, maintain, and repair nine (9) scoreboards (incandescent/LED), four (4) shot clocks, and two (2) 25 second timers, in the Academy Community Center area. Three (3) outdoor LED message dispalys; one (1) each located at the North and South Gate areas, & one (1) located outside of Falacon Stadium. The North American Industry Classification System Code (NAICS) is: 238210 with a $13M average small business size. This acquisition will be 100% set-aside for small businesses. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
