- The United States Army Medical Research Acquisition Activity (USAMRAA) issues this synopsis in support of the Office of the Staff Judge Advocate (OSJA), U.S. Army Medical Research and Material Command (USAMRMC) which has a requirement for patent rela ted services including invention disclosure development services, search services, domestic patent prosecution, foreign patent prosecution, interference services, training and education services, and licensing consultation. Pursuant to the Federal Technol ogy Transfer Act (FTTA), USAMRMC has a significant program in patenting and licensing inventions with commercial potential. USAMRMC is composed of various major subordinate commands each specializing in technologies associated with its mission. USAMRMC l aboratories and research and development centers work with diverse technologies including the entire breadth of biomedical and chemical research. It is expected that the OSJA will seek to file 50-100 patent applications each year and that invention disclo sures will come from these and other areas. The Government intends to issue multiple-award Indefinite Delivery Indefinite-Quantity (IDIQ) contracts to several law firms and/or individuals with the demonstrated scientific education, experience and expertise in patent law and filing procedures to fulfill the frequent requirements for these patent services. The IDIQ contract will include specific tasks required to obtain a patent such as patent search, preparation, filing, and prosecution of applications, pat ent reviews, and patent disclosure. From the IDIQ contract the Contracting Officer will issue a task order (TO) as required to perform all or part of the tasks as necessitated by the specific invention. Task Orders will normally be issued on a time and m aterials basis. A Task Order Contracting Officers Representative (TOCOR), a Government staff attorney, will issue specific work authorizations under the task order. The Government will make multiple IDIQ contract awards resulting from this solicitation t o the responsible offerors whose offer, conforming to the solicitation, represents the best value to the Government, price and other factors considered.
