- This is a sources sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command Southeast (NAVFACSE) is seeking U. S. Small Business Administration (SBA) sources with current relevant qualifications, experience, personnel, security approvals, equipment, and capability to perform the two proposed projects at Naval Submarine Base, Kings Bay, Georgia. The proposed projects are P-596 WO511912 Reaction Force Facility Auxiliary Support Complex and P-598 WO511913 Waterfront Security Force Facility. P-596 is to construct a 40,788 SF Security Complex on diverse sites across Naval Submarine Base (NSB), Kings Bay GA, including an Auxiliary Reaction Force Facility (ARFF), an Armored Fighting Vehicle Operational Storage Facility (AFVOSF), an Armory, a Small Arms Magazine (SOM), and other facilities to support auxiliary security forces responding to incidents in the Strategic Weapons Facility Atlantic (SWFLANT) Limited Area and NSB Kings Bay GA Waterfront Restricted Area (WRA). The ARFF will support an 80-man security force per shift; three (3) shifts a day, and include secure-parking for six Armored Fighting Vehicles (AFV). The ARFF will be a single-story, ballistic-hardened, reinforced concrete structure. The roof will be capable of supporting fighting positions and defensive weapon mounts. The ARFF will be surrounded by a fence with security lighting, gates, and vehicle barriers. The ARFF includes fire detection, fire suppression, communication, electrical, plumbing, heating, ventilation, and air conditioning systems, and a food preparation and serving area. Site improvements include parking, sidewalks, access roads and paving. Force protection measures include perimeter protection, standoff zones, gates, and vehicle barriers. Built-in equipment will include complete galley equipment and ventilation equipment for the alert vehicle garage. The SOM is an earth covered, multi-cell box type magazine with reinforced concrete walls, roof and floor and is not required to be environmentally controlled. The AFVOSF will be a reinforced concrete structure for the ready storage of 30 AFVs. The facility will have mechanical ventilation, lighting, and reaction force access/egress on all building sides. The Armory will be a single-story bullet resistant reinforced concrete structure, including built-in racks for weapons storage, ready ammunition storage lockers, a weapons issue area, a weapons repair area with de-greasing and weapons cleaning tanks, an outside covered pad for weapons cleaning, and will be environmentally controlled. The estimated cost range is between $10,836,000.00 and $12,040,000.00. The North American Industry Classification System (NAICS) Code is 236220 with a Small Business Size Standard of $31.0 million. P-598 is to construct a Waterfront Security Force Facility (WSFF) within the NSB Kings Bay GA Waterfront Restricted Area (WRA). This project constructs a two-story WSFF to support an 80-man security force per shift; three shifts a day, and provides secure parking for six (6) Armored Fighting Vehicles (AFV). The facility will have pile foundations and concrete floor slab, concrete exterior walls, and a reinforced concrete roof. Built-in equipment will include complete galley equipment outfitting and ventilation equipment for the AFV garage. Special construction features include pile foundation, seismic reinforcement, and strengthening the roof to allow installation of fighting positions and automatic weapons mounts. The access roads will be improved to provide shorter response times. The roadway improvements will result in the loss of 150 waterfront parking spaces, which will be replaced by this project. Environmental mitigation requires replanting and replacing habitat areas lost during construction. The estimated cost range is between $5,200,200.00 and $5,778,000.00. The NAICS Code is 236220 with a Small Business Size Standard of $31.0 million. Interested sources are invited to respond to this sources sought announcement by providing the following information. Submit a maximum of five (5) projects describing the following: 1) Past Experience: Describe projects completed in the last three (3) years that are similar in size, scope, and complexity. For each of the completed contracts/projects submitted, provide the title; location; whether prime or subcontractor work; contract and subcontract value; type of contract; contract completion date; customer point of contact including phone number; percentage of self-performed work and narrative of work your firm performed; and the performance rating of the work. 2) Bonding capacity: Provide surety?s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3) Identify any contracts your firm currently has or has completed at NSB Kings Bay GA within the last three (3) years, provide the title; identify if the work was located in the WRA; and whether prime or subcontractor work. 4) Identify whether your firm is an SBA certified 8 (a), HUBZone, Service Disabled Veteran-Owned Small Business concern, or Other Small Business. Respondents will not be notified of the results of the evaluation. However, NAVFACSE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
