Description
The Naval Facilities Engineering Command, Washington, DC is seeking eligible 8(a), Hub Zone, Service-Disabled Veteran-Owned small business firms capable of performing the following: Design and construction of 75 private medical-surgical patient rooms within existing Building 10 at the National Naval Medical Center, Bethesda, Maryland (NNMC). All aspects of a complete installation are included. Effort includes alteration of existing spaces as required; interfacing with existing systems (HVAC, plumbing, lighting, electrical power, telecommunications, fire protection, etc), and delivering such systems/services to the spaces as required. Effort may involve relocation (within the NNMC compound) the functions/ departments that will be displaced because of this work. Renovation of additional spaces elsewhere on the compound, to accommodate the displaced functions, may be part of the project. A phasing plan that minimizes disruption to ongoing clinical operations will be required. Design and construction shall at minimum comply with DOD Standard # UFC 4-510-01, Design: Medical Military Facilities of 16 October 2003. Construction must also comply with ADA, life safety, and security requirements. Any necessary permits are the responsibility of the contractor. Project may also involve waste handling and removal/disposal, including trash removal, & biological agent handling and removal. Estimated value is $35-$50 million. All small businesses identified above are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Governments best interest. This office anticipates award of a contract for these services no later than September 2007. The appropriate NAICS Code is 236220, size standard $31M. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential service-disabled veteran-owned small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, singled-spaced, 12 point font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar size and scope within the last five years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical serviced described herein. (2) Company profile to include number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status.
