Description
Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary for complete tower inspection and minor maintenance in Coast Guard District 1 (2 located in Maine, 1 in Massachusetts, 3 in New Jersey) including wire brushing and applying cold galvanizing compound to rust on the structure; inspecting all bolted connections for looseness and tighten as necessary; using a ball peen hammer, randomly tapping any tubular structure members to identify any potential interior corrosion to these members by listening for falling debris; inspecting and recording the condition of the towers foundation; securing any loose cables by using tape vs. tie wraps; all towers have a North manufactured rigid safety rail and contractor will be required to provide their own safety rail sleeve. Base Bid Item includes Saint Croix River tower located off the coast of Maine along the Canadian border, a 53 FT non energized guyed tower installed in 1957, has a light at the top, no antennas; CG Station Jonesport, Maine, a non-energized freestanding 80 FT communications tower with 3-VHF antennas, 1-DF antenna and 1-ACMS antenna, no lighting on this tower; and CG Station Point Allerton, Hull, Massachusetts, a 60 FT non-energized free-standing tower installed in 1968 with 3-VHF antennas and 1-DF antenna, no lighting on this tower. Optional bid items consist of the following three towers all located at CG Station Sandy Hook, New Jersey: (1) 160 FT tower non-energized free standing tower installed in 1961 with 2-VHF antennas, a flashing red beacon at the top of the tower; (2) 70 FT non-energized free-standing tower with 4-VHF antennas 1-DF antenna, and 1-radar, no lighting system on this tower; and (3) a 50 FT non energized free-standing tower with 2-VHF antennas and 1-DF, no lighting on this tower. All towers shall be separately priced. Contractor?s tower company must be a registered member of NATE (National Association of Tower Erectors), on site foreman and climbers shall have attended a 10 or 30 hour OSHA certification training, be a certified tower climber trained in the safe practices of climbing tower structures and hold a rescue training certification. The estimated price range for this project is between $100,000 and $250,000. Solicitation packages will be available on or about 5/15/2007. Due date for receipt of bids is on or about 6/15/2007 at 2:00 PM. This solicitation is 100% set aside for small business. The applicable NAICS code is 237130 and the size standard is $31.0 million.
