The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PLACE OF PERFORMANCE: La Paz, Bolivia JOB DESCRIPTION: See below General Statement of the Purpose of this Contract and Responsibilities of the Contractor The primary purpose of this Personal Services Contract is to secure service of Law Enforcement Training and Development Advisor (LETDA) who will develop and implement basic and advanced training programs that improve the capacity of the Government of Bolivia (GOB), the Bolivian National Police (BNP) and the counternarcotics police (Fuerza Especial de Lucha Contra el Narcotrafico, FELCN) to respond to the threat of drug trafficking and other forms of transnational crime, including trafficking in persons. The contractor will serve as an expert advisor to the NAS Director and the BNP command, assisting in developing and implementing recommendations for management reform and providing technical assistance to the BNP/FELCN internal investigation units. The Contractor will be responsible for program management services including design, development, planning, implementing, monitoring, budgeting and evaluation of four NAS projects with a combined budget in FY05 of $2.7 million: the Law Enforcement Development (LEDP) project; the Office of Professional Responsibility (OPR) project; the Secure Borders project; and, the counternarcotics training school (GARRAS) project. In this capacity, the advisor will independently conduct cross-organizational and cross-sectoral negotiations and evaluations of programs, including coordination with Drug Enforcement Administration (DEA) and the Military Group. The advisor will report to the NAS Deputy Director, oversee the work of five NAS LES employees and be responsible for the training of approximately 1,500 GOB personnel and others annually. A. Description of work The contractor shall have the following responsibilities: 1. Training: ? Establish and prepare a program of over 30 specialized basic and advanced training courses per year that develop the capacity of the BNP/FELCN in basic and advanced investigative techniques. ? Conduct analyses of the BNP/FELCN and develop/implement training and technical assistance strategies for the GOB to institutionalize police reforms. ? Provide technical assistance to the FELCN Commander and the Director of the Garras de Valor counternarcotics training school that modernizes and improves its international and national training courses in order to better enable the police officers attending to combat narcotrafficking and other forms of transnational crime. 2. Anticorruption and Internal Police Reform: ? Provide advice and technical assistance to the BNP Commander on the development of a revised Police Organic Law that is consistent with the Code of Criminal Procedures, rule of law and international practise. ? Assist the BNP and FELCN Commanders in training and improving internal investigative units (Direcci?n Nacional de Responsabilidad Profesional - DNRP) and related Tribunals that conduct internal investigations and promote greater integrity in police activity. ? Provide advice and assistance to the GOB, BNP and FELCN in modernizing police management and integrating community policing and improved police/community relations policies into the GOB's administration of justice plan, closely coordinating with the USAID Democracy and Governance Program. 3. Advisory Services: ? Provide advice and assistance to the BNP/FELCN that improves police administration and resource management, strengthens internal discipline procedures and modernizes investigative and forensic functions, including policies and procedures. ? Provide advice and assistance to GOB officials, the BNP, NGOs and other relevant entities on establishing and maintaining mechanisms for dealing with trafficking in persons (TIP). ? Receive and analyze reports of BNP/FELCN forces working for NAS-supported projects and advise the NAS Director on policies to follow to increase productivity of BNP/FELCN personnel. ? Attend Embassy law enforcement meetings; brief the Chief of Mission, DCM, other appropriate Country Team members, or State Department, Congressional and other visiting USG officials ? Provide written reporting on major law enforcement issues, including the status of police reform, police/community relations, violent crime reduction and other rule of law efforts. ? Provide advice and assistance to the BNP Commander to establish a donor coordination system led by the GOB to provide oversight and rationality to assistance efforts. 4. Project Management: ? Serve as the Embassy's principal law enforcement training expert, policy advisor and Project Manager for four NAS-supported projects: the Law Enforcement Development Program (LEDP) project; Office of Professional Responsibility (OPR) project; the Secure Borders project; and, the counternarcotics training school (GARRAS) project. ? Provide NAS Director, Deputy Director and Country Team with program advice on related issues such as improving BNP personnel to meet counternarcotics and counter-crime goals and objectives. ? Plan and develop overall program goals and objectives, then undertake their implementation, while monitoring and reporting on significant developments; evaluate program results and make mid-course adjustments. ? Develop, implement and develop adequate controls for an annual project budget totaling over $2.7 million in FY05. ? Maintain liaison with all GOB and Embassy officials relevant to the implementation of these projects, representing NAS in the field and at national and international meetings, including donor law enforcement meetings, conferences and seminars. Incumbent's recommendations may influence the direction of USG policy and support with respect to police training and reform. B. Relationships to cooperating country and U.S. Embassy officials: The Contractor works under the direct supervision of the NAS Deputy Director for program matters and under the indirect supervision of the NAS Director for policy issues and the NAS Management Officer for administrative matters. The Chief of Procurement shall act as the Contracting Officer's Representative (COR). The Contractor either directly or indirectly supervises five NAS LES employees and has indirect responsibility for the training of approximately 1,500 GOB police and other training participants per year in the four NAS-supported projects s/he surpervises. Contacts with Bolivian officials at level of the national police commander (General) and of more operational individuals (Colonel and below) are frequent in order to conduct briefings or coordinate policy and program activities. The Contract Administrator shall be the Contracting Officer, INL/RM/MS. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor's performance under the contract, including acceptance of progress reports, when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at regular intervals. In no instance, however, shall the COR be authorized to alter or modify the specifications or the Contract terms and conditions or waive the Government's requirements, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, by the Contracting Officer. C. Reports, requirements & distribution The contractor shall prepare regular reports concerning the status of each project and shall include significant events and outline any problems, submitting these reports to the NAS Deputy Director. The Contractor shall make additional oral and written reports to the NAS Director and Deputy Director as required. The contractor shall prepare a ?Completion of Assignment Report? which shall be a comprehensive review of the projects in which the contractor was involved. The report shall include a critique of and recommendations for the projects. The Completion of Assignment Report is due no later than 15 days prior to the expiration of this contract. D. Minimum Qualifications 1. U.S. citizen, subject to Department of State Secret level security clearance; 2. Bachelor's degree from an accredited institution or Associated Degree with five years related experience, or 10 years related experience in the military, law enforcement; 3. Be physically qualified to live in Bolivia and to engage in frequent in-country travel to remote locations; and 4. Have knowledge and skill in the operation of desktop computer word processing systems. E. Evaluation Criteria Applicants who meet the minimum qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below: Factor 1. Offeror?s relevant experience in planning and developing law enforcement strategies, training sequences and other related programs within developing countries and ability to coordinate with host country civilian and police officials and donor community. Offerors with specific experience working with Latin American Law Enforcement will be given an additional five points. (35 Points) Factor 2. Offeror?s knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG. (25 Points) Factor 3. Offeror?s knowledge and experience in U.S. Government regulations, standards of conduct and ethics. (10 Points) Factor 4. Past performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (30 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
