Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with the commercial item procedures in FAR Part 12. The solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is VA-246-07-RQ-0090. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-16. The NAICS is 423730 and the small business size is 500 employees. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. Items will be purchased; and delivery will be made to the Department of Veterans Affairs Medical, Supply Building 27, Averill Drive, Hampton, VA 23667. Offeror's proposals are hereby being requested in response to the requirements under a firm-fixed price contract and shall be submitted on an offeror's letterhead or bid form and shall contain the name, title, and signature of the person authorized to submit proposals on behalf of the contractor. Quotes are to be provided for the following: Liquid Chiller, Air Cooled, 60 ton, "Green" Refrigerant (as per EPA) or R-22, factory charged, design water flow = 144 GPM, entering water temp of 54 DEGF, leaving water temp of 44 DEGF, design MAX ambient air temp 95 DEGF, design MINIMUM ambient air temp 45 DEGF, 208 VAC, 3 PH, 60 HZ, max of 300 AMP (available), 10 EER or better, IPLV = 15 EER, sound power levels not to exceed 95 DB LwA. Contractor shall provide and install chiller water flow switches, high pressure, low pressure refrigerant switches, provide control package compatible to Johnson Controls Metasys Energy Management System, cooper tubes, copper fins (aluminum fins may be utilized if coated with a sea coastal anti-corrosion coating), factory start up and factory warranty service for 18 months from start up. Manufacturer must have factory authorized maintenance facility within 50 miles of the Hampton VA Medical Center, Hampton, VA. Chiller barrel shall be wrapped with heat trace tape and insulated with closed cell rubber insulation. Electrical controls shall be sealed in NEMA approved cabinets. Controls shall be protected by all weather sealable cabinets. Unit shall be sealed and wrapped for protection during shipment. Pipe ends and chiller barrel accesses will be sealed with caps. NOTE: Unit must be shipped within seven (7) days after receipt of order and received within five (5) business days of shipping date on a business day. All responses must include the following: (1) descriptive literature and product number for the item offered proving the product offered meets the above requirements (2) delivery time after receipt of order (3) cost and (4) shipping charges. The following provisions and clauses apply to this solicitation: 52.212-1, Instructions to Offeror-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.233-2, Service of Protest, 852.233-70, Protest Content, 852.233-71, Alternative Protest Procedure. Award will be made to the offeror whose product meets the requirements listed above and is most advantageous to the Government. The Government intends to evaluate the information received and award without discussions. Offers including the pricing information are to be submitted on company letterhead and include the information required in provisions 52.212-3, Offeror Representations and Certifications-Commercial Items. In accordance with FAR 52.204-7 award will be made only to a contractor/company that is registered in the Central Contractor Registration (CCR). Electronic copies of the referenced provisions and clauses are available on the internet at www.arnet.gov/far and www.va.gov/oa&mm/vaar/ Quotations and all required information must be received by 4:00pm local time May 9, 2007. Quotations shall be submitted in hard copy form to Ruth B. Harris, Contracting Officer (90C), VA Medical Center, 27 Averill Drive, Hampton, VA 23667.
