Description
The Department of Veterans Affairs has a requirement for Hotel Accommodations and Hotel services located in the geographic area of Baltimore, Maryland. The Department of Veterans Affairs is a federal agency and therefore exempt from any taxes. The tax exemption document will be provided upon award of the contract. The Department of Veterans Affairs, Veterans Benefit Administration, Office of Employee Development and Training will be participating in the Introduction to Leadership Course. The breakdown for hotel accommodations are estimated as follows; Sunday 6/03 (54); Monday 6/04 (56); Tuesday 6/05 (56); Wednesday 6/06 (57); Thursday 6/07 (56); Friday 6/08 (52); Saturday 6/09 (52); Sunday 6/10 (56); Monday 6/11 (59); Tuesday 6/12 (58); Wednesday 6/13 (57); Thursday 6/14 (56); Friday 6/15 check out. Based on the breakdown described, the total rooms requested are 669 each. PAYMENTS FOR ROOMS SHALL BE VIA PURCHASE ORDER. The following are the requirements for this solicitation; all rooms must be individual /private sleeping rooms with toilet facilities smoke free and at government per diem rate or lower for Baltimore, Maryland. ALL offerors submitting quotes for this requirement must include Duns and Bradstreet Number and indicate whether or not their agency is registered in the Central Contractor Registration (CCR). All, the offerors must include the RFP number on their proposal; otherwise your proposal will be considered unresponsive. The website for CCR is www.ccr.gov. Also, the offeror must be in compliance with the American Disability Act (ADA). Additional hotel requirements are: No penalty for rooms not used; Hotel must have availability to lodge all participants in one hotel; Hotel must be within 6 blocks of the training site; Provide shuttle service between hotel and training site if distance is greater than 6 blocks (Veterans Affairs Regional Office Federal Building 915 2nd Avenue); Provide microwaves and refrigerators in room or access to them at no additional cost; On site fitness center or privileges to a fitness center within 4 blocks of the hotel; provide private meeting space, nightly, to accommodate 26-30 for networking and homework; provide high-speed internet access 24X7 in each sleeping room; provide welcome reception on Monday night, June 4, from 6 to 7:30 PM; on site Banquet for 65 people, provide meal at or below per diem rate of $29.00 per person on Thursday, June 14, from 6 to 9 PM, with podium and microphone (payment for the banquet will be paid via credit card); The Department of Veterans Affairs shall use the best value procurement method in the acquisition of hotel accommodations, commodities and services. The contracting group issuing the solicitation document shall, in cooperation with the user or using office(s), determine what criteria shall be used in the evaluations of offers received for the award of contract. The award contract shall be a contracting officer decision based on varying factors such as price, location, etc. In developing the proposal, the Offeror shall comply with the requirements stated in this solicitation by answering yes or no to each requirement as listed above. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS. Therefore, each offeror is urged to examine this request for quote in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all aspects. The Offeror shall certify that all files and electronic media have been checked for and are free of viruses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
