Description
The Department of Veterans Affairs has a requirement for Hotel Accommodations and Hotel services located in the geographic area of Philadelphia, PA. The Department of Veterans Affairs is a federal agency and therefore exempt from any taxes. The tax exemption document will be provided upon award of the contract. The Department of Veterans Affairs, Veterans Benefit Administration, Office of Employee Development and Training will be participating in the Challenge 2007-4 VSR Training. The breakdown for hotel accommodations are estimated as follows; Wednesday 6/06 (3); Thursday 6/07 (3); Friday 6/08 (3); Saturday 6/09 (3); Sunday 6/10 (3); Monday 6/11 (33); Tuesday 6/12 (33); Wednesday 6/13 (33); Thursday 6/14 (33); Friday 615 (33); Saturday 6/16 (33); Sunday 6/17 (33); Monday 6/18 (33); Tuesday 6/19 (33); Wednesday 6/20 (33); Thursday 6/21 (33); Friday 6/22 (33); Saturday 6/23 (33); Sunday 6/24 (33); Monday 6/25 (33); Tuesday 6/26 (33); Wednesday 6/27 (33); Thursday 6/28 (33); Friday 6/29 check out. Based on the breakdown described, the total rooms requested are 609 each. PAYMENTS FOR ROOMS SHALL BE VIA PURCHASE ORDER. The following are the requirements for this solicitation; all rooms must be individual /private sleeping rooms with toilet facilities smoke free and at government per diem rate or lower for Philadelphia, PA. ALL offerors submitting quotes for this requirement must include Duns and Bradstreet Number and indicate whether or not their agency is registered in the Central Contractor Registration (CCR). All, the offerors must include the RFQ number on their quote; otherwise your quote will be considered unresponsive. The website for CCR is www.ccr.gov. Also, the offeror must be in compliance with the American Disability Act (ADA). Additional hotel requirements are No penalty for rooms not used; Hotel must have availability to lodge all participants in one hotel; Provide shuttle service to training site if distance is greater than 4 blocks (commute cannot exceed more than 15 miles or 30 minutes one way); Hotel must be in the 19107 zip code area (Training site Veterans Affairs Regional Office, 5000 Wissahickon Avenue, Philadelphia, PA); On site self-laundry or within 3 blocks of a self laundry; Provide microwaves and refrigerators in room or access to them at no additional cost; On site fitness center or privileges to a fitness center within 4 blocks of the hotel; Restaurants on site or within 4 blocks of the hotel; and Provide available parking for participants. The specific instructions contained herein are intended to serve as a guideline for the preparation of the quotation. In developing the quotation, the Offeror shall comply with the requirements stated in this solicitation by answering yes or no to each requirement as listed above. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS. Therefore, each offeror is urged to examine this request for quote in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all aspects. The Department of Veterans Affairs shall use the best value procurement method in the acquisition of hotel accommodations, commodities and services. The contracting group issuing the solicitation document shall, in cooperation with the user or using office(s), determine what criteria shall be used in the evaluations of offers received for the award of contract. All electronic quotations are due May 2, 2007 by 11:00 AM, Eastern Standard Time. Electronic copies not delivered by the time and date specified may be eliminated from further consideration. The Offeror shall certify that all files and electronic media have been checked for and are free of viruses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
