Description
FA7000-07-R-0034 replaces the presolicitation notice FA7000-07-B-0009. Please register to receive vendor notification using FA7000-07-R-0034. This pre-solicitation notice, for a planned acquisition is to provide laboratory support services for testing the drinking water on the United States Air Force Academy (USAFA). Base Environmental personnel are responsible for collecting samples on a monthly and quarterly basis as required by the Environmental Protection Agency and the Colorado Department of Public Health and Environmental (CDPHE) and shipping/transporting to the supporting lab. This will be an non-personal service contract where the contractor shall provide all personnel, supervision, equipment, tools, materials and other items to provide the labortory support. A Firm-Fixed Price contract with estimated monthly quantities and firm unit prices is contemplated. The applicable North American Industrial Classification System (NAICS) Code is 541380 and $11M, respectively. The performance period is one year from approximately 15 May 07 plus four one-year options that may be exercised unilaterally by the Government. Release of Request for Proposal (RFP) on FedBizOpps is anticipated on or about 26 Apr 07 with proposals due approximately 12 days after release. The supporting lab must be Colorado State certified to perform the following tests: Total tryhalomethanes, HAA5, Nitrate, Nitrite, Lead and Copper, Flouride, Volatile organic chemical, TSS, and TDS This acquisition is 100 percent set-aside for Small Business. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
