Description
The Product Manager, Soldier Sensors and Lasers (PM SSL), located at Ft. Belvoir, Virginia, is conducting a sources sought. Sources within the United States are sought for innovative and light-weight solutions for man-portable system which can provi de U. S. warfighters with high accuracy target location capabilities based on current Army and emerging Joint requirements. PM SSL is considering a competitively awarded contract for these devices in fiscal year 2008, and is seeking information from inter ested companies on their demonstrated ability to meet the requirements listed below within the stated timeline to meet urgent and ongoing warfighter needs. Technical Requirements: 1. Operational weight, total including power source: 5.5 lbs (T), less than 20 lbs. (O). 2. Thermal Night Vision: greater than 0.9 km vehicle recognition (T), greater than 1.5 km identification (O) 70% probability, 70% atmospheric transmission per km in band, 2.3 m x 2.3 m vehicle target, 1.25 C delta T 3. Day Optics: greater than 4.2 km vehicle recognition (T), greater than 8 km vehicle identification (O) 7 km visibility, 2.3 m x 2.3 m vehicle target. 4. Eye-safe laser rangefinder: greater than 10 km (T), greater than 15 km (O) 2.3 m x 2.3 m vehicle target with 10% reflectivity. 5. Azimuth measurement: less than 8 mils 1 sigma (T), less than 1 mil within 60 seconds, non-magnetic (O). 6. Vertical Angle measurement: less than 4 mils 2 sigma (T), less than 1 mil within 60 seconds. 7. Self Location: SAASM GPS (T), less than 1 meter (O). 8. Automatic target location calculation (T). 9. Digital targeting data export and video export (T). 10. Laser designator interface (O). 11. Optical hardening (T). 12. Uses standard batteries within Army inventory (T). 13. Ruggedized to meet MIL-STD-810 environments (T). Schedule Requirement: Delivery of a qualified product will be required beginning July 2008 at a rate of at least 75 systems per month. Technical capabilities for the system. Please include the following information under the stated conditions: a. Night recognition range to a 2.3 meter x 2.3 meter NATO standard target, 1.25? C temperature difference, 70% atmospheric transmission within band, 70% probability of recognition. b. Day recognition range to a 2.3 meter x 2.3 meter NATO standard target, 7 kilometer visibility, 70% probability of recognition. c. Rangefinder range to a 2.3 meter x 2.3 meter NATO standard target, 7 kilometer visibility, 10% target reflectance within band. d. Rangefinder accuracy, target discrimination, and ranging logic employed. e. Self-location device f. Azimuth and vertical angle measurement performance, in mils, with description of device used. g. Results of any tests performed with this system. 2. Physical characteristics of the system. At a minimum, include the following: a. Mission-ready system weight, including power source, with list of items included in the weight. b. Weight of primary components. c. Maximum power requirement and approximate operational time. d. Power source(s) type, voltage, and capacity. e. Approximate dimensions of primary components. f. Photograph or scale drawing of system. 3. Current and/or projected (include date projected) production capacity for this system. 4. Earliest date qualified systems could be delivered. 5. Production experience with military laser and electro-optical systems. 6. Estimated range prices for annual quantities up to 1200 per year in FY09 dollars.
