- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N68335-07-R-0116 is issued as a request for proposal (RFP). The solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 (and amendments through 22 March 2007). This procurement is set-aside for Small Business. The associated NAICS code is 333999 and the small business size standard is 500 employees. There is one Contract Line Item (CLIN) for one (1) each ultrasonic cleaner that meets the requirements of the ?Brand name or equal? specification contained herein. Material is to be delivered FOB Destination to UIC N68438 Naval Base Kitsap at Bangor, Intermediate Maintenance Facility, Attn: Mr. Robert Riggs (360-315-2410) 7000 Finback Circle, SHOP 06B, West 137, Silverdale WA 98315-7000. Requested delivery date is 7 June 2007. Inspection and acceptance is to be performed at destination. The provision at 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation?Commerical Items, applies to this procurement. The following evaluation factors will be used: (1) Price (2) Past Performance?offerors should identify past or current contracts (including federal, state, local and private) for efforts similar to that required for this procurement. Offerors may also provide information on problems encountered on the identified contracts and the offeror?s corrective actions. (3) Compliance to the Specification. Price is the most important factor. In addition to the ?commercial item clauses,? the following FAR and DFARS clauses apply to this acquisition: 52.211-6 Brand Name or Equal, 252.211-7003 Item Valuation and Identification, and 252.232-7003 Electronic Submission of Payment Requests. Offers are due not later than 2:00 PM EST, Wednesday 9 May 2007, to the Naval Air Warfare Center Aircraft Division, Contracts Dept, Code 25212DM, Highway 547, Lakehurst NJ 08733-5082. SPECIFICATION: The Blackstone-NEY Benchtop Model HT-1212 ultrasonic cleaning system, or equivalent, is uniquely designed to clean large valves based on its dimensional capacity and range of ultrasonic output. It shall be electrically operated system including a tank and separate ultrasonic generator, connected via permanent cable. This requirement shall be fulfilled by supplying ?commercial items? as defined in Section 2.101 of the Federal Acquisition Regulation. The unit shall incorporate the features described below: Facility Interface Requirements: Overall Dimensions: Tank not to exceed 17? l x 17? w x 16? h; generator not to exceed 15? w x 13? l x 6.5? h. Electrical Requirements: 120V, single phase, 60 Hz, for both tank and ultrasonic generator. Minimum Requirements: Tank Tank Dimensions: Minimum 12? long x 12? wide x 15? deep. Unit shall provide a liquid level of at least 11?. Tank Capacity: Minimum 5.6 gallons with 2? freeboard. Draining and Filling: Draining and filling shall be via a stainless steel ball valve. Heating Element: Minimum1,200 Watts. The heat shall be provided by two external side mounted strip heaters with thermostatic temperature controller capable of maintaining a 50?F to 160?F range. Ultrasonics: Ultrasonic power shall be provided by a series of transducers mounted on the bottom of the tank. Each piezoelectric transducer element shall be metallurgically attached to the radiating surface. The transducers shall operate simultaneously in response to electrical signals from the ultrasonic generator. Transducers: Twelve (12) transducers shall be provided. Construction: The inner ultrasonic tank shall be constructed from 14 gauge 316L grade stainless steel with 1" fiberglass thermal insulation. The outer enclosure shall be constructed of type 304 stainless steel with operator controls located on the front. A large upper flange shall permit workbench mounting, while maintaining a small footprint for the overall unit. Parts Basket: A parts basket shall be designed for carrying miscellaneous parts. The basket shall be made of welded stainless steel wire rod and 3 x 3 mesh. Lid: A stainless steel lift-off lid shall be provided in order to maintain cleanliness and temperature. Generator Ultrasonic Generator Cooling: Cooling of the ultrasonic generator shall be conducted using an internal fan Operator Control: Operator control of the ultrasonic generator shall be via an On/Off control switch Power Cable: A power cable of minimum 10? length shall be included with tank. Ultrasonic Timer Control: The solid state ultrasonic timer control shall allow a variable process setting of seconds, minutes, and hours. Output: 600 Watts at 40 kHz, square wave output. The unit shall include Phase- Lock-Loop frequency optimization. Workmanship/Safety Standards: The ultrasonic cleaning system shall be in compliance with NFPA and NEC standards.
