Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division, Newport intends to award a firm fixed price contract to OceanServer Technology on a sole source basis under the provisions of FAR parts 12 and 13 (commercial items, simplified acquisition procedures), with the solicitation being issued in less than 15 days per FAR 5.203(a) and (h). Procurement is for a quantity of three (3) modified man-portable autonomous underwater vehicles (AUV) with support for towed acoustic arrays, real-time signal processing and oceanographic sensor/sampling capabilities. OceanServer Technology is the only company that can supply the required commercially available autonomous underwater vehicles with the following unique combination of characteristics: Maximum vehicle weight <60 pounds and overall length <2.0 meters. The ability to utilize both GPS and WiFi links at depths up to 6 meters using a tow float. A software control interface allowing remote control of the main vehicle computer from a remote computer mounted in the vehicle, allowing rapid insertion of software technology developments from outside sources to interface with commercially maintained motor vehicle controls. Mission planning software with the following combination of characteristics: Windows-based graphical mission planning capability; The capability for multiple vehicles to display vehicle health, status, and position while a WiFi link is available with the main vehicle computers; The ability to allow mission planning using S-57 formatted electronic chart data and satellite/aerial imagery as a geo-rectified backplane; The ability to plan a static multi-vehicle mission, download the missions to vehicles on the surface, and execute the missions without taking the vehicles out of the water, assuming a WiFi link with the main vehicle computer is available; The ability to stop or modify active mission execution assuming a WiFi link with the main vehicle computer is available; The ability to designate actively maintained hover zones for post-mission recovery and assume manual RF control for final approach or swim-out. The ability for the base, commercially available vehicle to be integrated with the following government furnished sensor and communications equipment: Acoustic modem, 12 meter towed acoustic array and Remote control CPU and signal processing A/D board stack. Integrated oceanographic sensors, and the ability to augment the sensor suite with additional wet-swappable, optical sensors without software modifications. OceanServer Technology?s IVER-2, is the only AUV with the necessary free internal hull space to accommodate the required GFE listed above without hull modifications or internal chassis redesign. Anticipate RFQ release date of 24 April 2007 with a closing date of 9 May 2007. Our department no longer issues solicitations or amendments in paper form.
