- The Defense Human Resources Activity (DHRA) is a DoD-wide Field Activity chartered in 1997 to support the Under Secretary of Defense (Personnel and Readiness ? USD(P&R)). The scope of DHRA?s mission is necessarily broad to provide the flexibility needed by the USD(P&R) to successfully explore and field new technologies and programs. DHRA is responsible for programs that directly impact military and civilian benefits, readiness, recruiting and force protection areas throughout the Department. DHRA programs are designed to provide better living and working standards for DoD military and civilian personnel, and to provide increased security in response to varied threat conditions. The Defense Manpower Data Center (DMDC), a component of DHRA, is the central repository of DoD human resource information, both current and historic. Its mission is to collect, provide and utilize this information for the benefit of decision makers in DoD and other government agencies and t he members of the DoD. In order to provide this management support, DMDC requires technical assistance through cooperation with local colleges and universities at both DMDC locations (Arlington, VA and Seaside, CA). Such technical assistance should take the following forms: Provide appropriately trained graduate students for studies and analysis. Provide faculty to supervise these graduate students and to perform advanced studies and analysis. Match faculty expertise to designated research needs. Provide research space (to include, when applicable, laboratory space) for the conduct of research required by the OUSD(P&R) program. Provide a pool of subjects for research studies where this is deemed necessary and mutually agreeable. In order for the above tasks to be maximized, the vendor must meet the following criteria: Established history (minimum 10 years) of working with a large number of universities and colleges nation-wide, and near both DMDC locations (Arlington, VA and Seaside, CA), and have access to these universities, colleges, students and faculty. Typically, DMDC has individuals engaged on the contract as follows: 8-10 Faculty from various locations; 25-30 Students located in Seaside, CA; and 20-25 Students located in Arlington, VA. Established credentials and the capability of providing academic personnel for guidance and counseling students at both sites. Non-profit organization representing collective universities.
