Description
PR number IQC07046009035 FSC: 5360 Nomenclature: Springs 100% Small Business Set-Aside. This procurement will be for a stock Indefinite Quantity Contract (IQC) to be awarded under FAR 13.5 Test Program for Certain Commercial Items. The IQC will be for a two-year base period, with three one-year options. Acceptance of the three one year Option provision is mandatory and failure to accept the provision will result in an offer being eliminated from consideration. The procurement is for 20 competitive core NSNs. All 20 NSN?s are Colts Rights Guard including (9) of the NSN?s is First Article Testing (F.A.T.) Please follow instructions for Colts Rights Guards and First Article Testings: All Contractors must have a ?JCP? Joint Certification Program on file before they can do business with the government for Rights Guard/Licensing Agreement items. The website is www.dlis.dla.mil/JCP that explains what the Program is about. For this solicitation contractors must: 1. Have a JCP on file with Defense Supply Center Columbus. (For those ktrs who do not, the website directs you to the form you must complete & submit to DLIS in Battle Creek, Michigan. 2. Contractors must complete a Non-Disclosure certification letter (contained in the tab called ?C-Folders? in SAP) whereby the contractor promises to destroy or return drawings after the acquisition. This form is FAXED to 614-692-6238, Defense Supply Center Columbus. 3. Contractors must complete the Foreign Secure found in the C-Folders tab in SAP and fax that to 614-692-6238, Defense Supply Center Columbus (DSCC).. 4. After DSCC receives the signed contractor certifications, they mail a CD containing the drawings to the contractor. 5. The contractor can now provide a proposal after receiving the drawings. All CONTRACTORS SHALL SUBMIT SIGNED COPIES OF THE CERTIFICATIONS TO THE BUYERS FOR INFORMATION ALONG WITH PROPOSALS. THE FIRST ARTICLE TEST REQUIREMENTS MAY BE WAIVED TO AN OFFEROR WHO HAS FURNISHED PRODUCTION QUANTITIES OF THE SAME ARTICLE TO THE PRIME CONTRACTOR OR THE GOVERNMENT WHICH WAS ACCEPTED BY THE GOVERNMENT WITHIN THE LAST 36 MONTHS. IF REQUESTING A WAIVER OF THE FIRST ARTICLE TEST ON THIS BASIS, THE CONTRACTOR MUST PROVIDE THE SPECIFIC CONTRACT NUMBER, PROCURING OFFICE, DATE OF CONTRACT AND DRAWING NUMBER AND REVISION TO SUBSTANTIATE THE REQUEST. The Federal Stock Class (5360) Springs items are used on various Army and Navy applications in the firing mechanism of the M16 weapons. The required delivery schedule is 120 days after date of each order. The first NSN is 5360-00-017-9541. The annual estimated quantity for the first NSN is 54,780 ea. There are 19 other NSNs with various quantities. All other NSNs can be viewed in the solicitation on page 41-56 of the PIID section, located on the DIBBS website after solicitation opening date. No hard copies of solicitation are available. If need arises to add additional items this will be on post award basis via Add/Delete Clause. Offers will be evaluated for past performance, using the Automated Best Value System (ABVS) with past performance and price being equally important.
