- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND IN ACCORDANCE WITH THE SIMPLIFIED ACQUISITION PROCEDURES AUTHORIZED IN FAR PART 13 (NOT TO EXCEED $100,000). This solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2005-16. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) number is NNFFN7400-7-11571DT. The proposed procurement is a Total Small Business set aside. NAICS Code: 326192. Small Business Size Standard: 750 Employees. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Fisheries Service Galveston Laboratory (NFS) maintains sea turtles in captivity for fisheries research in a variety of buildings containing tanks surrounded by elevated platforms. The platforms serve to provide access to tanks and also support of tanks depending on the building, and tank. The vendor shall provide the equipment as specified in this document, to the NOAA Fisheries Service (NFS). 1.0 PURPOSE The platform surfaces/decks are currently composed of bare 3/4 inch plywood, some treated and some not, and all are in some form of degradation from moisture and wear. The sea turtles are constantly splashing seawater out of the tanks and onto the decks and moisture from roof condensation pools on the decks as well. Pooling water on smooth wood surfaces is a serious safety hazard for slipping, and constant moisture in the decking material is compromising its structural integrity, is producing noxious mold and mildew, and it must be replaced with a deck surface material that: 1. Provides adequate strength to support tank load; 2. Does not absorb moisture; 3. Provides a slip-resistant deck surface; 4. Allows visual inspection of pipes and drains below the platform; 5. Allows ambient light to penetrate below the platform to discourage the colonization of disease carrying insects; and 6. Allows ventilation of the space below the platform for equalization of temperature above and below the platform 2.0 REQUIREMENTS Strongwell Duragrate Fiberglass reinforced plastic (FRP) deck material has been evaluated over the past 12 months and has performed satisfactorily. Brand name or equaI material is required to match existing material and complete the re-covering of decks on raised platforms. Specifications: 2.0.1 Strongwell Durgrate pultruded FRP material, general polyester resin 2.0.2 1-1/2 inch x 1-1/2inch square mesh, 8 bars/foot, open space = 70% approx. 2.0.3 4 feet x 8 feet sheets x 3/4 inch depth. Thickness not to vary more than +/- 1/32 inch 2.0.4 Deflection, delta u [deflection under uniform load]< 0.15 inch < 0.12 inch at 400 lbs. on 18 inch centers with a maximum safe load of u [uniform load]>1,100 lbs/ft2 2.0.5 Grit coating on one side 2.0.6 Resin to be safety yellow in color 2.0.7 Quantity 115 sheets 2.0.8 Delivered FOB NFS, Galveston, Texas on or before July 30, 2007. Award will be made based on price (provided that the quoted equipment meets the requirements of this RFQ). Documentation that the product meets the above specifications must be supplied and will be used only to determine product compliance with the Government's requirements. This can be done through a company data sheet or specification sheet. Questions should be submitted in writing to the contracting officer either by fax or e-mail before the closing date. Notwithstanding responses received - it is at the discretion of the government to add additional sources and or consider other quotes received after close of due date if it is in the best interest of the government. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation--Commercial Items--The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer will represent the best value to the government, price and other factors considered; FAR 52.212-3, Offeror Representations and Certifications-- Commercial Items--Offerors must include a completed copy of Offeror Representations and Certifications along with the offer; FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
