Description
The Federal Aviation Administration (FAA) is conducting a market survey to identify potential sources to provide technical and programmatic support for the National Airspace System Defense Program (NDP). This is the follow-on to Contract DTFAAC-07-C-00016. The anticipated period of performance is for one base period, with up to four (4) 12-month option periods. The base period is expected to begin 1 Oct 2007 and continue through 30 Sep 2008. At present there are three duty locations. The two duty locations where services currently are being performed are the FAA NDP office located in Washington DC and Egg Harbor Township, NJ. The third on-site location is in Oklahoma City, OK and in the future, support may be required for this location. The purpose of this market survey is to solicit statements of interest and capabilities from interested vendors. At this time the nature of the competition has not been determined. This market survey is being conducted to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition. The principal North American Industry Classification System (NAICS) code for this effort is 541611, Business Management Consulting Services with a size standard of $6.5 million. The failure to obtain adequate and appropriate SBA SEDB 8(a) or other small business participation in this Market Survey MAY result in a determination to conduct this procurement under other competitive procedures. Attached is the DRAFT Statement of Work for Technical Support Services for the National Airspace Defense Program. Respondents are encouraged to review the DRAFT Statement of Work and provide comments. All responses (one response per company) are to be provided on company letterhead and limited to a total of 10 typewritten pages. No type font less than 11 point may be used. In order to make this determination the FAA requires the following from interested vendors: 1. A Capability Statement - This document should identify: a) The vendor's ability to provide personnel to meet the following minimum qualifications: 1) Senior Subject Matter Expert: Possess a minimum of 8 years of policy development, financial management, and technical and programmatic FAA support experience; possess a minimum of 5 years of experience directly supporting the NAS Defense Program, its services, and NDP external customers; possess a current and active Top Secret (TS) security clearance, or the ability to obtain one; and possess a minimum of a Bachelor's Degree in Business Management or related discipline. 2) Junior Management Analyst: Possess a minimum of 3 years of programmatic and administrative FAA support experience; possess a minimum of 3 years of experience directly supporting the NAS Defense Program, its services, and NDP external customers; and possess a minimum of a Bachelor's Degree. b) The vendor's access to additional resources, skills, subcontractors, etc., if necessary to successfully perform the proposed effort. If subcontracting, partnering or teaming arrangements are anticipated to satisfy the requirements, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner or team member will provide of the total effort. c) The vendor's program management support, planning techniques, and other resources to be employed in rendering the services described in each of the tasks specified in the attached DRAFT Statement of Work. d) The vendor's orverarching cost and schedule management controls to be employed in performing the tasks specified in the attached DRAFT Statement of Work. e) The vendor's approach to ensure a smooth and seamless transition. 2. Information concerning contracts that are considered relevant in demonstrating ability to perform the proposed effort for a Government agency or private company. The description, at a minimum, shall include for a contract performed within the past five (5) years: a) Project title/description b) Customer name c) Project start-end dates d) Project Value e) Client point of contact information including e-mail address and telephone number f) Description of work performed g) Description of why work is relevant to the proposed effort. 3. A completed Business Declaration form. If subcontracting, partnering or teaming arrangements are anticipated to satisfy the requirements, then a separate Business Declaration form for each subcontractor, partner or team member must also be provided. 4. A copy of their SBA 8(a) certification letter if applicable. The FAA will not be liable for costs associated with the preparation and submittal of inquiries addressing this announcement. Responses will not be returned. This is not a request for competitive proposals and will not result in a contract award. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No collect calls or telephone inquiries will be accepted. Since this is a sources sought announcement, no solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is issued, it will be synopsized on the FAA's contract opportunities web page. It is the potential offeror's responsibility to monitor this site for the release of any solicitation. All responses to this market survey must be received by 24 MAY 2007, 12:00 PM CST. All responses/submittals, including attachments, should be submitted electronically to the following email address: deborah.getz@faa.gov. Also please note that the FAA e-mail server restricts file size to 10MB per e-mail, therefore responses/submittals may have to be submitted in more than one e-mail in order to be received.
