- The Federal Aviation Administration (FAA) intends to increase the amount of subcontracting effort under contract DTFACT-04-C-00014 with All Star Maintenance, Inc. BACKGROUND Contract DTFACT-04-C-00014 is for the Operations and Maintenance Services, both new work and alterations, for both FAA William J Hughes Technical Center owned and tenant-owned facilities. Contract DTFACT-04-C-00014 is for operations and maintenance services, new work and alterations, for both FAA WJHTC owned and tenant-owned facilities. The contract covers plumbing and fire suppression systems, site utilities, heating and air-conditioning systems, fire detection and alarm systems, electrical distribution systems (primary and secondary, including substations), elevators, roofing, cafeteria equipment, interior and exterior finishes, central utility plants, water treatment plant and wells, motor vehicle and equipment maintenance, material handling, grounds maintenance, roads and parking lot pavement, snow removal, hazardous waste removal, bulk trash removal and disposal, pest control, radio system, security cameras and card readers, intrusion detection systems, and industrial cleaning. The contract is a hybrid of firm-fixed-price (FFP) work, option items (namely support to tenants), IDIQ work (above-and-beyond work from the FFP work), and cost-plus work. The total contract value at the time of award was approximately $45,000,000 and all bid evaluations were on the total amount bid for the five-year term. Due to the increased rates in Department of Labor (DOL) for Service Contract Act services, and Davis Bacon Act type services, the contract is now approximately $50,000,000. The Subcontracting Effort for the above contract was awarded at an estimate $150,000 per Fiscal year. Based on the actual requirements necessary to support the subject requirement, it is necessary to increase the estimate subcontracting effort to $1,750,000 for FY07, and $1,500,000 for FY08 and FY09. The increase is to be incorporated into the subject contract on a sole source basis. As individual IDIQ jobs are proposed, the supporting data is appended to the Work Authorization Form and is subject to QAE, COTR, and CO review and approval. The contractor maintains a subcontracting program, including working to meet and exceed subcontracting goals to small businesses, woman-owned, and disadvantaged/8A firms. The subcontracting efforts must be coordinated through All Star and are therefore uniquely required to be accomplished through the subject contract vehicle.
