Description
The Government intends to expand the scope of contract W9115U-05-D-0001 and enter negotiations with Advanced Concepts and Mission Systems (ACMS) - formerly known as Advanced Countermeasures Systems. The Performance Based Work Statement of the contra ct will be expanded to allow the following: (1) Modification and or upgrades to the IFDCv4 and (2) to develop and provide Communications Kill Instrumentation (CKI). The CKI encompasses the Concept Design Plan (CDP), Prototype Devices with Level II Techni cal Data Package (TDP) and Low Rate Initial Production (LRIP) lot with Level -III TDP. CPIF delivery orders will be permitted as deemed necessary. This expanded scope requirement will build upon ACMS expertise in the technology areas of the Common Vehic le Instrumentation Initiative (CVII) and Transceiver Injection Modules (TRIM). Interested parties must demonstrate the ability to achieve the following Milestones: (1) Deliver CDP - 21 Days After Receipt of Order (ARO); (2) Deliver the Communications Kil l Instrumentation Prototypes in the required quantities for Proof of Principle (POP) testing - NLT 15 Nov 2007. The authority is FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy Agency requirements. ACMS is a Woman O wned - Small Business that is a Division of Sierra Nevada Corporation (SNC). ACMS is the software developer and manufacturer of the Test Instrumentation Devices known as Target Receiver Injection Modules (TRIM). The Government does not posses a Technical Data Package that will support Full and Open Competition. The North American Industrial Classification System (NAICS)code assigned to this procurement action is 541710. This is not a 100 percent Small Business set-aside. This is not a commercial item. See Numbered Notes 22 and 26.
