Description

The Bureau of Reclamation has a requirement for services to design, illustrate, text write, fabricate and install interpretive exhibits for the Bill Williams River National Wildlife Refuge (BWRNWR) Headquarters Building and Environmental Education Area. The government intends to award a Firm-Fixed-Price contract with a performance period of 300 calendar days to complete this work. The scope of this contract is to design a comprehensive, interpretive exhibit package for the BWRNWR, Arizona as outlined in the statement of work and master interpretive plan. In addition to exhibit design, this contract includes fabrication of exhibits, complete installation, and development of audio described tour with hardware. The Contractor shall provide all professional services, materials, labor, equipment, warranties, travel, and otherwise do all things necessary to design; develop the drawings and specifications; and fabricate and install all the interior and exterior exhibits and audio described tour at BWRNWR. The interpretive exhibits will be designed and fabricated to contain a blend of text, graphics, interactive elements, and casework. An interpretive exhibit plan has been completed for the entire visitor services and environmental education areas of the headquarters building. In the Statement of Work, the exhibit plan identifies a total of 17 interpretive exhibits, brochure and poster racks, and poster display boards. The award will be made to the offeror that provides the best value to the Government. Should there be insufficient funds to fabricate 17 high quality exhibits; the number of exhibits may be decreased. The work is located at the BWRNWR, approximately 23 miles south of Lake Havasu City, Arizona and about 20 miles north of Parker, Arizona. The Refuge Headquarters is immediately adjacent to US Highway 95, between mileposts 160 and 161. Air service is available to Lake Havasu City. Flying into either Las Vegas or Phoenix and driving to the project location may be more economically feasible. A Pre-Proposal Conference will be scheduled in June 2007. Additional information will be included in the solicitation. This solicitation is restricted to a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 541430, Graphic Design Services. The size standard is $6.5M. The estimated price range of this project is between $100,000.00 - $250,000.00. The solicitation in the form of a Request for Proposal (RFP), will be issued on or about May 15, 2007 with offers due fifteen (15) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
