- The Naval Facilities Engineering Command Atlantic, Norfolk, Virginia Contracts Office is seeking, for information and planning purposes, qualified and experienced sources interested in providing a totally electronic accessible (Internet based) non-government standards subscription for DoD?s architectural and engineering staff beginning October 1, 2007. The subscription must provide access to 100% of these documents on line through a single site Internet based index and search engine that will also provide bibliographic information on selected U.S. and International commercial standards and selected European standards. All documents must be available for immediate viewing online in electronic-based PDF or HTML format, must be fully printable, and must be provided in a licensing arrangement which will permit authorized downloading to hard drive or other electronic storage media. As a minimum the subscription must provide Internet access to non-government standards from the following organizations: AA, ASSE, ICEA, SSPC, AASHTO, ASTM, IEEE, TIA, ABS, AWG, IESNA, UL, ACI, AWS, IPC, HISTORICAL API, AGA, AWWA, JEDEC, HISTORICAL NEMA, AGMA, BHMA, MPI, HISTORICAL AWS, ANSI, BOCA, MSS, HISTORICAL ANSI, AIA, CEA, NACE, HISTORICAL ASME, API, CSI, NATO, HISTORICAL NFPA, ARI, DoD Adopted, NEMA, HISTORICAL IEEE, ASA, ECA, NETA, HISTORICAL AIA, ASHRAE, EURO, NFPA, HISTORICAL EIA, ASME, GEIA, SAE, HISTORICAL UL, ASME/BPVC, ICC, SMACNA. The subscription shall also provide a comprehensive program that allows instant Internet identification of National Stock Numbers (NSN) as well as all of the active and historical items in the Federal Supply Catalog and related Army, Navy, and Air Force databases. The program shall allow searches by NSNs, part numbers, CAGE codes, company names, technical characteristics and product item description data. The subscription shall also provide Internet access to catalogs and information on commercially available products, materials, and systems. This program as well as the documents from the identified non-government standards organizations must be fully accessible by authorized Department of Defense (DoD) personnel on DoD computers, located at over 100 sites within the continental United States and over 15 sites outside of the continental United States. Subscription services shall be able to track subscription usage by location and by non-government standard organization and provide quarterly usage reports by site and agency as well as providing a listing of non-government standards attempting to be accessed that are not in the subscription contract. The Navy requires 24 hour customer service, both online and by toll free telephone numbers. The subscription shall also include a web-based tutorial to educate the user on the subscribed services and databases and a defined number of onsite product orientations. The subscription contract shall also include the updating, on a quarterly schedule, the Unified Masters Reference List (UMRL). The UMRL list publications referenced in the Unified Facilities Guide Specifications (UFGS) that is located at http://www.wbdg.org/ccb/browse_org.php?o=70. Each quarterly update shall consist of using the SpecsIntact (http://specsintact.ksc.nasa.gov/) generated UMRL and using the SpecsIntact redline function to indicate the current revision level of all of the referenced documents. The current revision level shall consist of indicating the current revision, revision date, current title, cancellations, and superseding documents. The quarterly update shall also include updating the current standard organizations name, telephone and fax numbers, email address, and website URL. The red marked UMRL shall be delivered electronically. Naval Facilities Engineering Command Capital Improvements Engineering Criteria and Programs Office (CIENG) shall manage the subscription for Naval Facilities Engineering Command, the U.S. Army Corps of Engineers, the U.S. Marine Corps, the U.S. Air Force, and the Naval Sea Systems Command.
