Description
NAICS Code: 541710 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Center (NRMRL), Sustainable Technology Division (STD) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b), with The Ohio State University Center for Resilience, for the Life Cycle Assessment of the Production and Use of Ethanol from Cellulose. The current NAICS code is 541710. The background behind this EPA requirement is as follows: The U.S. Environmental Protection Agency (EPA) requires a contractor to conduct research in areas topical to the subject of life cycle environmental assessment. The topics for the life cycle assessment (LCA) include bio- and alternative-fuels and include thermodynamic and hierarchical analyses, among others. In particular the life cycle of cellulosic ethanol and comparison to conventional gasoline is of interest. Such life cycle studies consider multimedia cradle to grave effects, where resource use and environmental releases have potential negative consequences. Based on the EPA's knowledge of technical support needed for the Statement of Work (SOW), The Ohio State University's Center for Resilience is the only known source able to satisfy the Government's requirement. No known contractor employs the method required to complete this assessment, because Dr. Bakshi, with the Center for Resilience, is the sole developer of this method. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
