- STATEMENT OF WORK (SOW) A. Background The U.S. General Services Administration (GSA) is one of the lead agencies in the Federal Government to promote and utilize methods for work that effectively cuts down on commuter traffic, use of natural resources, and related costs. Public Law 106-346, Section 359, passed in October 2000, requires that all eligible employees of Federal agencies be given the option to participate in telework to the maximum extent possible without diminished employee performance. This law reflects a major change in Federal telework implementation practices. While telework is still a voluntary option for Federal employees, the new practice focuses on mandatory, as opposed to voluntary, agency compliance in offering a legitimate option for employees to telework. GSA partners with the U.S. Office of Personnel Management (OPM) to implement legislated telework mandates. As such, GSA helps to promote the use of telework throughout the Federal Government and educate Federal agencies about Governmentwide telework polices, programs, and practices. GSA has sponsored an annual conference to educate Federal agency representatives and others about telework for more than a decade. GSA has additionally sponsored and hosted a half-day Federal Interagency Telework Workshop in conjunction with these conferences during each of the last six years. These special workshops have been open to all the Federal agency representatives who attend the general conference. These workshops have not been open to other participants of the general conference. B. OBJECTIVE Objectives include: provide education, training, technical, and policy recommendations for improving and expanding the telework programs in the Federal Government. These objectives will be used to communicate and educate the Federal community including areas such as the Chief Information Officer (CIO) Council; Chief Financial Officers (CFO) Council; Federal Human Resource offices; Office of Personnel Management (OPM); Congress; and other telework stakeholders. C. TASKS Support for the Federal Interagency Telework Workshop The contractor shall provide GSA with all the accommodations and services listed below for the 2007 Federal Interagency Telework Workshop: ? Project Plan: The contractor shall provide a detailed project plan draft within one week after award. The project plan shall support the methodology proposed by the contractor, indicate the timeline for deliverables, dependencies, resources needed, define roles and responsibilities, indicate deliverables, deliverable deadlines and status reporting meetings. It shall address the major milestones. ? Provide for the Federal Interagency Telework Workshop to immediately follow the main conference session; ? Conference and workshop venue must be accessible to persons with disabilities and be within walking distance to a Metro Rail subway station; ? Professional design and presentation of the Workshop by a recognized expert telework consultant (GSA retains sole discretion for the approval of the content); ? Room acquisition, rental, and set up; ? Audio visual equipment and support services; ? All registration services, including setting the price for registration and collection of registration fees; ? All logistical planning and implementation of the program; ? Food and beverage to be consumed during a working lunch roundtables session; ? All promotional efforts and materials, including printing; ? Help to identify and attract appropriate speakers for the Workshop. D. DELIVERABLES SCHEDULE Deliverable Draft Final 1. Project plan 1 week from award 1 week after GSA review 2. Conduct Conference September 2007 Date in September TBD 3. Final Invoice October 2007 October 2007 E. DELIVERABLES INSTRUCTIONS The contractor shall coordinate all tasks with the Project Manager and provide recommendations for the Workshop tasks. The Government will have five (5) work days to complete the review of each deliverable. During the review period, the Contracting Officer Technical Representative (COTR) will have the right to reject, or require correction of, any deficiencies found in the deliverables that are contrary to the information contained in the SOW and contractor's accepted proposal. In the event of rejection of any deliverable, the contractor will be notified in writing by the COTR of the specific reasons why the deliverable is being rejected. The Contractor shall have three (3) workdays to correct the rejected deliverable and return it to the COTR. F. MANDATORY INSTRUCTIONS The Contractor shall plan, or already be planning, to host and conduct a conference, at the Contractor's expense, in the greater Washington, DC metropolitan area. The conference must be held during September 2007 in the greater Washington, DC area (somewhere accessible via Metro and to those with disabilities) and offer an agenda that will seek to attract between 50 to 100 Federal employees--in particular, those who may be interested in telework policies, programs, and practices. GSA also seeks to again sponsor and host (along with OPM) a Federal Interagency Telework Policy Training Workshop during the conference. Attendance at the workshop must be open to all Federal agency representatives who attend the conference. (GSA must review and approve the attendee list in advance of admittance to the program.) No other registrants for the general conference may attend the workshop. Federal agency representatives who register for the conference must be able to attend the workshop at no additional cost to them or their agencies. Speakers at the workshop may attend at no cost. GSA?s general sponsorship of the conference must provide recognition of GSA and the Metropolitan Washington Telework Centers (WMTC, a GSA-funded telework program) as sponsors of the conference in all promotional efforts and materials and the general conference agenda. GSA and the WMTC must be provided with a combined total of two skirted exhibit tables to be co-located with the other conference exhibitors. Both GSA and the WMTC must be recognized as exhibitors along with other conference exhibitors. The conference and workshop planning shall be representative of similar types of events in terms of the level of use of technology, geographic location, level of sophistication, transportation options and parking. G. PERIOD OF PERFORMANCE The period of performance is from date of award through October 31, 2007. H. TYPE OF CONTRACT The Government anticipates the award of a firm fixed-price contract. I. PERFORMANCE MEASURES Performance Measures Quality Expectations a) Completeness Deliverables will be 100% complete. b) Accuracy Deliverables will be 100% accurate. c) Effectiveness All deliverables must contribute to the overall success of the Task. d) Timeliness All deliverables will be on time and within schedule. e.) Communication Communication with client/customers is professional J. TRAVEL No travel requirement is anticipated. Interviews and fact gathering can be conducted via telephone, teleconferences or electronic mail. K. INVOICING Original invoices shall be submitted to the GSA Finance Office designated in the contract award document. Copies of invoices shall be mailed to the COTR designated in the contract award document.
