Description
Sources Sought. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to acquire services for the Baseline Characterization of the Biscayne Bay Coastal Wetland Fish Communities, for the National Marine Fisheries Service (NMFS) in Miami, Florida. Tasks to be performed include, but are not limited to: 1. Kickoff meeting to discuss project components, data requirements, fieldwork logistics, deliverables, and deadlines; 2. Workplan Development; 3. Baseline Data/Historical Review involving a compilation and review of all baseline and historical data relevant to the project; 4. Analyses and reporting of data; 5. Data Collection and Analysis; and 6. Quarterly, Annual and Final Reports. The proposed acquisition is for a base period from the date of a contract award, through 11/30/2007 and two, twelve-month option periods. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. The only known source is Dr. Jerome Lorenz at the Tavernier Science Center of the National Audubon Society, in Florida. Dr. Lorenz is the recognized expert in coastal wetland fish communities in relation to hydrology and salinity, as demonstrated by his publications and previous experience, and is believed to be the only suitable source for the work described. Biscayne Bay coastal wetland habitat is ecologically fragile and easily damaged. NOAA's ability to address essential fish habitat issues and other NOAA mandates will be seriously jeopardized if another vendor is used. It is not cost effective to use another vendor because Dr. Lorenz already has the information, equipment, and materials to do the work and is already experienced in performing these services at the planned sites. Dr. Lorenz has performed several years of work at the same Biscayne Bay sites that will be used in this project. Dr. Lorenz has developed and currently is practicing a unique method of sampling fish communities in the south Florida coastal wetlands. Dr. Lorenz developed this approach as part of his doctoral dissertation and has been applying it for about 18 years in the south Florida coastal wetlands, during which time he has been the sole provider. Dr. Lorenz is presently conducting the same type of work in the coastal wetlands of Florida Bay, Cape Sable, Whitewater Bay, and Shark River Slough under separate funding from another agency. Maintaining the same sampling approach under the same scientific leadership with Dr. Lorenz will ensure that Biscayne Bay results can be related and compared to results in other south Florida coastal wetland ecosystems experiencing past and future effects of water management practices. Consistency in the collection and analysis of the data across years and areas is vital to the success of this project. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue a contract to Dr. Jerome Lorenz, whichever is determined to be more advantageous to the Government without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. Responses must include the contractor's name, contact information, and information indicating the contractor's capability to perform the services described herein. Documentation to support the contractor's capability to perform these services must also be submitted which includes the contract number, point of contact and phone number, and a description of services performed under previous contracts for the same services. Any response that does not include this information will not be considered. The Government will evaluate each response to determine if the contractor has the experience, knowledge and capability to perform these same services. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR.
