- NOTICE OF INTENT TO SOLE SOURCE: The Center for Disease Control and Prevention intends to negotiate on a sole source basis with Boston University School of Public Health for the Massachusetts Pregnancy to Early Life Longitudinal (PELL) Database. The proposed contract action will be awarded under FAR 13 for a two year performance period, and is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The proposed contractor is Boston University School of Public Health, Maternal & Child Health Department, 715 Albany Street, T5W, and Boston MA, 02118. In a previous project, the Maternal and Infant Health Branch (MIHB) (Cooperative Agreement U36/CC300860) funded the Maternal Child Health Department, Boston University School of Public Health to work with the Massachusetts Department of Public Health to develop the Pregnancy to Early Life Longitudinal (PELL) Data System. PELL is a population-based, longitudinally linked maternal and child data system using vital records, and surveillance and administrative data (including hospital discharge and programmatic data). Currently, the PELL data system contains approximately 500,000 births and fetal deaths from 1998-2003. Over 98% of MA birth certificates have been linked to their corresponding maternal or infant hospitalization discharge record. PELL is a unique source of data for research and surveillance on pregnancy outcomes, health care utilization, and ongoing maternal and infant health. The incumbent contractor has the unique capability to provide these required services to the (PELL) for continuation of this study. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for this study. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received within 15 days of this announcement will be considered solely for the purposes of determining whether to conduct a competitive procurement.
