Description
This notice is a Request for Information (RFI). The U.S. Customs and Border Protection (CBP) is in the process of developing a requirement for Relocation Management Services including homesale, move management, property management, and entitlement counseling in accordance with the Federal Travel Regulations (FTR) and regulated tariff rates. The CBP team is interested in incorporating commercial and industry practices that support this type of procurement. To accomplish this, CBP intends to partner with industry during the acquisition process, specifically by asking contractors to provide existing market capabilities, including strengths and weaknesses for the acquisition of these services. Responses to this RFI will allow the CBP team to incorporate industry input into the overall acquisition for Relocation Management Services. Note: RFI responses will NOT be shared with other industry service providers and will solely be used as part of the contract planning process. Disclaimer: The following requested information to be provided is for planning purposes only and does not constitute a Request for Proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of the competitive process. Please reference the appropriate questions numbers below when responding to this RFI. 1. Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization (i.e. Large Business, Small Business) using FSC Code V301 and SIC Code 484210 as the basis for your response. 2. Responses should identify your organization's experience with and capability for relocation management services. This data should include services in the continental United States (the 48 contiguous States and the District of Columbia, "CONUS"), other than the continental United States, "OCONUS Non-foreign area" (the States of Alaska and, Hawaii, the Commonwealths of Puerto Rico, Guam and the Northern Mariana Islands and the territories of the United States)and "OCONUS Foreign area" (any areas, worldwide, including the Trust Territories of the Pacific Islands, situated both outside CONUS and the OCONUS non-foreign area). 3. Does your company provide designated service groups to individual companies/agencies? If so, describe how the process works. What strategy does your company have in place to accommodate a significant increase in the number of relocations in a short period of time (e.g. 6 months - 1 year). 4. Describe the normal lead-time for delivery of homesale, move management, property management, and entitlement counseling services once an order is received. 5. Describe the type of property management services you provide. 6. Describe the type of quality assurance that is performed to ensure proper service from any subcontractors. 7. Do you currently maintain or can develop a secure web based (i.e. "point and click") order tracking system. If so, please describe, and include an overview of the type of data maintained and available for query. Describe any on line reporting system that has the ability to track cost per individual employee relocated. 8. Describe your currently offered homesale program. 9. Please provide the process utilized for counseling employees/employer. Does your company have a set of routine questions normally asked? If so, please provide examples. 10. Describe any other similar Federal Government Contract(s) you currently have for relocation management service, the Federal Department or Agency and the time contract(s) held. Include your experience with the Federal Travel Regulations (FTR) and Tariffs. 11. What percentage of your business is allotted to small business? Provide small business % total with subgroup for 8A, etc. 12. Can your company commit to monthly and/or quarterly meetings in Indianapolis IN? 13. Describe the type of home marketing assistance and destination area services you provide. 14. Describe your capability to provide standardized and customized reports. 15. Describe the type of move management services you provide.
