- Immigration and Customs Enforcement is issuing a Request for Information (RFI) in support of the Air Transportation Unit, Office of Detention and Removal Operations. This RFI is for planning purposes only. ICE is soliciting comments from industry regarding this requirement and will consider the information received to better understand industry capabilities as well as determine the best acquisition strategy, including recommendations for pricing schemes and contract types. This RFI will allow potential offerors to judge whether or how they can satisfy ICE's requirement. It should be noted that, if a solicitation is issued, it would be released this spring, with award(s) projected later this fiscal year with contract duration of a base year with 4 option years. The contemplated contract would be awarded firm-fixed price. Interested offerors should submit a capability statement that adequately describes your company's ability, resources and approach to fulfilling this requirement. Destinations and frequencies have been located within general geographic locations. The frequency of trips are based on past experience and are provided only as estimates of future requirements. West Africa - one trip per quarter to one or more of these countries: Ghana, Liberia, Nigeria, Ivory Coast, and Sierra Leone. East Africa - one trip semiannually to one or more of these countries: Ethiopia, Kenya. Middle East - one trip semiannually to one or more of these countries: Jordan, Egypt, and Lebanon. Asia - one trip per quarter to one or more of these countries: Pakistan, India, and Sri Lanka. Southeast Asia - one trip per quarter to one or more of these countries: Guam, Philippines, Cambodia, and China (no non-US territory technical stops authorized). South America - one trip semiannually to one or more of these countries: Peru, Ecuador, and Brazil. Departure locations: Departure locations below are provided for planning purposes; additional departure locations may be required. Asia or Southeast Asia destinations will depart from one of the following: Seattle, WA; San Francisco/Oakland/Ontario, CA; Phoenix, AZ; and El Paso, TX. West Africa, East Africa, and Middle East destinations will depart from one of the following: Buffalo/Niagara Falls, NY; Newark, NY; and Columbus, GA. South America destinations will depart from one of the following: Phoenix, AZ; El Paso, TX; San Antonio, TX; Harlingen, TX; Laredo, TX; Alexandria, LA and Columbus, GA. En route technical stops: technical stops require prior approval from ICE. Charters should be planned for direct flights with minimum en route technical stops. When required, after case-by-case approval from ICE, technical stops may be made in the following locations. Any US territory not specifically listed; Midway Island; Wake Island; Guam; Marshall Islands; Puerto Rico, Canary Islands (Las Palmas or Tenerife South); Cape Verde; Stockholm, Sweden; Iceland; Schiphol, Netherlands; Italy; and Petropavlovsk. Emergency Charter Capability: To quickly meet possible emergency charter contingencies, either within the Continental United States (CONUS) or outside the Continental United States (OCONUS), ICE may require charter flights from departure areas located throughout CONUS, but not specifically addressed above, to various destinations both CONUS and OCONUS (to include Central America and the Caribbean). These charters may include the requirement for the vendor to provide a security crew and flight nurse in addition to the flight crew and flight attendants. If a security crew and flight nurse is required, the following would apply: US passports would be necessary and carried on each flight; the contractor will ensure that the unarmed security officers meet the minimum requirements of one year of full time experience as a United States corrections/detention officer or as a law enforcement officer employed by a United States state or federal law enforcement entity; in addition, the contractor will certify that all crewmembers provided have successfully completed criminal background investigations within the previous twelve months, and that based on the results of the background investigation, a determination has been made that all crewmembers are qualified to perform duties associated with these flights; the flight nurse shall be a licensed physician, nurse practitioner, physician?s assistant, registered nurse or emergency medical technician who is able to demonstrate proficiency in aviation medicine through a recognized United States accrediting organization; it is preferred that the flight nurse be proficient in both the Spanish and English languages. Aircraft seating requirements: Seating requirements, and therefore size of the aircraft, will vary from flight to flight depending on the number of deportees to be moved. Requests for flights will include a requirement to provide 17, 120, 180, or 250 seats. Vendor qualification: The vendor must be an FAA-certified air carrier/commercial operator under 14 CFR Parts 119,125, 129, or 135 and operate the aircraft under the same rules, as applicable for their type of operations and certificate. In addition, for foreign operators, refer to the respective Joint Aviation Requirements (JAR) or other civil regulatory equivalent. Also, the vendor must use only pilots who are qualified, have current licenses, and are authorized to act as flight crewmembers under the vendor's air carrier/operator certificates (14 CFR, Part 119,125,129, or 135 or for foreign operators, refer to the respective JAR or other civil regulatory equivalent). The award will first be offered to a US carrier; however, if no US carriers submit bids, the contract can then be awarded to a foreign airline. Catering, onboard entertainment, and lavatories: All flights must be fully catered on each segment with hot, airline quality, full dinners (not sandwiches) or breakfast meals, as appropriate. Legs of four hours or longer will additionally be catered with pre-arrival snacks. Each flight will be fully stocked with ample bottled water for all flight segments. Each flight will have a sufficient number of movies on board for continuous showing during all legs. Aircraft will have enclosed exterior serviceable lavatories. Detainee information and crew duties: All detainees will be fully restrained during the flight. Each detainee will be allowed one piece of luggage up to 40 pounds in weight. Interaction between cabin flight crews and detainees and arrival country immigration officials is prohibited. Onboard liaison: Each flight will have a charter company onboard liaison assigned; whose duties will include coordination between ICE escort officers, cockpit/cabin crews, and ICE headquarters. The onboard liaison will ensure charter company compliance with all contract requirements for the flight. Charter prices and response to taskings: Charter prices must be all inclusive, i.e., international ground handling, airport fees, over-flight applications and any miscellaneous fees. Obtaining all necessary flight clearances and associated payments, if any, are the responsibility of the vendor. Response to taskings of no more than 48 hours is required. If you are interested in this requirement, a capability statement is required. There is a 5 page limitation on your capability statement.
